Approve Specifications for"Utility Trench Repair—Fall 2002, Specification No. 90231" 2. Authorize staff to advertise for bids 3. Authorize the CAO to award the contract to the lowest responsible bidder within the engineer's estimate of$50,000 4. Approve a budget transfer of$60,000 into the Utility Trench Repair—Winter 2002 project account DISCUSSION Throughout the year,City Utilities Department crews make emergency repairs to water and sewer lines in city streets. At the time of repair, temporary asphalt patches are placed at the surface of the street where trenches have been dug. These temporary patches eventually need to be replaced with a stronger and more permanent asphalt patch. As the number of patches that need repair accumulates over time, it becomes economical to make these permanent repairs under a single contract. This project will repair 106 trenches throughout the City. A complete list of all locations is shown in pages 6 through 8 of the Special Provisions. This project is part of the Water Distribution System Improvements appropriation described on pages D44 and D45 of the 2001-03 Financial Plan and pages 115-119 of Appendix B to the Financial Plan. CONCURRENCES The City's Community Development Department has given this project a Notice of Exemption. FISCAL IMPACT Engineer's Estimate $50,000 Contingencies $10,000 Total Project Budget Needed $60,000 The City's 2001-03 Financial Plan shows $130,000 budgeted for Utility Trench Repairs during the 2002- 03 fiscal year. There is $30,275 remaining in the project budget for trench repairs in 2001-02. Public Works is recommending that this balance be transferred to the current project budget along with an additional $29,725 from the 2002-03 Water Distribution System Improvements budget.
