HomeMy WebLinkAbout10/01/2002, C2 - ADOPTION OF LATEST EDITIONS OF THE CONSTRUCTION AND FIRE PREVENTION CODES council acEnaa nepont C I T Y OF SAN LUIS OBISPO FROM: John Mandeville, Community Development Direc"P/11 Wolfgang Knabe,Fire Chief PREPARED BY: Tom Baasch, Chief Building Official Darren Drake, Fire Marshal SUBJECT: Adoption of latest editions of the Construction and Fire Prevention Codes CAO RECOMMENDATION: Give final passage to Ordinance No. 1423 (2002 Series) (1) repealing Chapters 15.02, 15.04, and 15.08 of the San Luis Obispo Municipal Code, and (2) creating new Chapters 15.02, 15.04, and 15.08 adopting the 2001 editions of the California Building, Mechanical, Plumbing, Electrical, and Fire Codes,the 1997 editions of the Uniform Administrative, Housing,Dangerous Building, Building(Volume 3), and Fire(Volume 2) Codes, and the 1997 edition of the Uniform Code for Building Conservation, with amendments. DISCUSSION: On September 17, 2002, the City Council held a public hearing regarding proposed changes to Chapter 15 of the Municipal Code and subsequently passed to print Ordinance No. 1423 adopting and amending the most recent editions of the California Building Standards Code and various Uniform Codes, including amended text presented at the hearing to clarify demolition permit processing. FISCAL IMPACT: There are no significant fiscal impacts. ATTACHMENTS: Ordinance No. 1422002 Series) Summary (A complete copy of Ordinance No. 1423 is on file in the Office of the City Clerk) Attachment ORDINANCE NO. 1423 (2002 Series) AN ORDINANCE OF THE CITY OF SAN LUIS OBISPO AMENDING CHAPTERS 15.04 and 15.08 OF THE MUNICIPAL CODE TO ADOPT AND AMEND THE LATEST EDITION OF THE CONSTRUCTION AND FIRE CODE AND ADOPT FINDINGS OF FACTS TO SUPPORT THE IMPOSITION OF REQUIREMENTS WHICH ARE GREATER THAN THE REQUIREMENTS ESTABLISHED BY OR PURSUANT TO THE CALIFORNIA BUILDING STANDARDS CODE On September 17, 2002 the San Luis Obispo City Council voted 5-0 to introduce Ordinance No. 1423 (2002 Series), which repeals Chapters 15.02, 15.04, and 15.08 of the Municipal Code and creates new Chapters 15.02, 15.04, and 15.08 as follows: 1. The 2001 editions of the California Building, Plumbing,Mechanical, Electrical, and Fire codes, the 1997 Uniform Administrative Code, the 1997 Uniform Code for the Abatement of Dangerous Buildings, the 1997 Uniform Code for Building Conservation, and the 1997 Uniform Housing Code are adopted as the construction and fire prevention regulations for the City. 2. The Uniform Administrative Code is amended to clarify membership and functions of the Boards of Appeal and establish criteria for underground electric and communication services. 3. The California Building Code is amended to include additional requirements for fire sprinkler systems, more-restrictive criteria for foundation construction, and additional grading regulations. 4. The California Electrical Code is amended to specify location of service disconnecting means. 5. The California Plumbing Code is amended to establish criteria for sewer pipe installation due to expansive soils. 6. The California Fire Code is amended to modify access and water supply in a fire-sprinklered building, continue the downtown sprinkler retrofit program, prohibit open burning and recreational fires, limit the storage of explosives, establish limitations for aboveground fuel tanks, and create additional fire alarm system requirements. The Council must vote again to approve the ordinance before it takes effect. That action is scheduled for October 1, 2002, at a regular City Council meeting to begin at 7:00 p.m. in the Council Chambers at City Hall, 990 Palm Street.
