SUBJECT: REJECT BIDS FOR PALM STREET PARKING GARAGE PAINT
PROJECT (SPECIFICATION NO. 99858)
CAO RECOMMENDATION
Reject all bids received for the Palm Street Parking Garage Paint Project (Specification No.
99858).
DISCUSSION
On September 19, 2002, the City received bids for the Palm Street Garage Paint Project. Staff is
recommending that all bids received be rejected pursuant to Public Contract Code Section 20166
and the project postponed until Spring 2003. Public Contract Code Section 20166 provides that
the City Council may reject all bids in its discretion. The time of year and upcoming holiday
period reinforces the need to delay this project to a better time for more optimum weather
conditions. By rejecting the bids and waiting until Spring 2003, this project can be combined
with the Marsh St. Garage painting project, likely resulting in cost savings to the City achieved
by bidding them together.
CONCURRENCES
The Director of Public Works and City Attorney concur with staff's recommendation, which is in
compliance with Public Contract Code.
FISCAL IMPACT
There would be no direct fiscal impact for approving the CAO recommendation
Alternatives
One alternative is to proceed to construction.
