Horn,Assistant Engineer gyyl} SUBJECT: SLACK WATER TANK OVERFLOW, SPECIFICATION N0. 90198 CAO RECOMMENDATION: 1. Approve plans and specifications for "SLACK WATER TANK OVERFLOW, SPECIFICATION NO. 90198". 2. Authorize staff to advertise for bids. 3. Authorize the CAO to award the construction contract if the accepted bid is within the engineer's estimate. DISCUSSION The Slack Water Tank uses an array of instrumentation to control when and how much water is allowed to flow into the tank. Occasionally, this instrumentation fails and water is allowed to flow into the tank when it is already full. The overflow line exists to allow an emergency exit for this water to escape before it can damage the tank. Currently the Slack Water Tank Overflow line spills its flow onto an unimproved access road. The water then flows down this access road collecting native soils and aggregate. Eventually this flow reaches Paso Robles Street were the water drops the native soils and aggregate creating a. nuisance for surrounding property owners and a maintenance problem for City staff. . This project will install a new 310mm overflow line from the water tank, approximately 138 meters to the paved portion of Paso Robles Street. CONCURRENCES A Notice of Exemption has been filed with the City's Community Development Department. FISCAL IMPACT Engineer's Estimate $52,000 Contingencies 5,200 Materials Testing 1,800 Total $59,000 This project is identified on page 80 of the 1999-01 Financial Plan Appendix B. This project will be funded from the Water Systems Improvement Account, which has a current balance of $1,758,800 to support this project. ATTACHMENTS: 1. Prior to the recent diversion of overflow from this tank to the access road it would come straight down the hill onto Slack Street. From there it would travel down the first two driveways through the backyards, turning everything into a mucky mess and then finally exit on Hays Street. This has happened countless times in the 30 years I have lived on Hays Street. Since it probably will overflow again it seems most prudent to extend the overflow line to a point where the water can reach the storm drain in a direct.manner.
