DISCUSSION One vacancy exists on the Planning Commission. After advertising and interviewing six applicants, the Council Subcommittee is pleased to recommend appointing Carlyn Christianson to an unexpired term ending March 31, 2005. Why do you want to serve on a City advisory body? I want to serve for several reasons. One through .7 1 believe in contributing to the community u volunteer activity and specifically thr.ough involvement in our civic life. Two,the Planning Commission deals with issues and activities that interest me and in which I have some lav knowledge and background. Three,the timing is fight in my personal and professional life to make a commitment like this,which may not always be the case. 2. Why do you want to be a member of the Planning Commission and what do you hope to accomplish? The Planning Commission has influence on the way our city grows and evolves. It helps to shape the city's future by interpreting the General Plan and by advising the City Council On Planning issues,as well as by examining and judging specific plans and projects. I believe in good i -c to be part of that. As planning as a very important function in change and progress, so I'd like ed in activities that shape our future, even if in an vou can see from my resume, I am very interest indirect or long-range manner—reward doesn't have to be immediate! I am also obviously interested in the housing issues that face our community. I'd like to feel that I've accomplished something by fulfilling the responsibility of a Commissioner as well as I can. I Have you ever attended a meeting of the Planning Commission, or another City advisory body? What observations did you make? I have not personally attended a meeting of the Planning Commission due to a longtime Wednesday evening commitment(which would obviously have to change were I appointed.) I have attended a few other Advisory Body meetings of both the City and County, served on such committees, and certainly watched Planning Commission meetings on television. One observation is that good preparation, careful listening and specific input to the staff reports is important—doing your homework is crucial. Active listening to staff. other commissioners,the public and the applicants helps keep proceedings respectful and focused- I have observed that although the work is detail-oriented, it's important to see the big picture and not get bogged down in minutiae, personal agendas or pet peeves. It's important to understand your role. I've also observed that sometimes on the Planning Commission, academic and philosophical discussions, while very interesting,often don't work too well when searching for real solutions to actual nrn;(,.ntq A t -4 supplemental questionil.tmr: -- plannmq commission paps s 4. What qualities, experience and expertise make you a good candidate for the Planning Commission? I am intelligent, dedicated_ and energetic and I try hard to be respectful, plus I can occasionally be entertaining. I have some lay knowledge of the background and workings of SLO's General Plan, although I'd Rant to study it in much more detail of course were I appointed to the Commission. I have some in-depth knowledge about the community's quality of life,goals. values and opinions from my long involvement with indicators projects. I bring a diverse Perspective to any organization, from my long involvement in the SLO business,education, health, political and environmental communities. I have a law degree and license, and the ability to read and understand legal documents. 5. In your view, what are some key planning issues in SLO? The key planning issue for the next years is the issue of housing, as always in the overall context of the City's grmmh and development and the preservation of urban reserve lines and open space. Right now SLO has embarked on the revision of its Housing Element that I assume will take a lot of the Commission's time in addition to regular duties_ Water and transportation infrastructure. commercial/residential balance, the role of other governmental bodies such as the Airport Land Use Commission and the state housing office will all be part of the discussions,as the Commissioners devote their time to the job of interpreting the General Plan_ reviewing specific Projects, and supplying advice, support and expertise to the Council and staff on these and other difficult issues. 6.
