On May 28, 2002 the Council agreed to nominate John French to serve an interim term on Zone 9 and the Board eventually approved the appointment. The Council indicated a desire to use an informal appointment process at that time,but for future recommendations to the Board a more formal process (similar to the current practices used to fill vacancies on all our City advisory bodies). The terms of office specified in the Bylaws are for two years and expire on December 31St of even- numbered years. Mr. French was notified that his interim appointment would expire on December 31St of this year and that he would be eligible to re-apply. The interim term-ending date was intended to allow consistency with the Zone 9 Bylaws and, in addition,with the Council's annual subcommittee appointment process in December, at which time Council appoints a voting representative and alternate to Zone 9. Staff is prepared to open a recruitment for the two-year term on Zone 9 and Mr. French is eligible to apply,however it should be pointed out that staff turn-over in County Engineering (who provide staff support to Zone 9) caused delays in formalizing the appointment and getting him on the membership roster. For several months, Mr. French was not being notified of meetings, did not receive meeting agendas or any other information relevant to his new duties. Although that was recently rectified, he has only just begun to officially serve. The Council may wish to forego a recruitment at this time and appoint Mr. French to the full two-year term now, rather than disrupt the committee structure. Alternatively,the Council may desire to move ahead with a recruitment at this time. Either way, some direction to staff is necessary and would be appreciated.
