PUBLIC COMMENT PERIOD FOR ITEMS NOT ON THE AGENDA(not to exceed 15 minutes total)
The Council welcomes your input. You may address the Council by completing a speaker slip and giving it to the City Clerk
prior to the meeting. At this time,you may address the Council on items that are not on the agenda or items on the Consent
Agenda. Time limit is three minutes. State law does not allow the Council to discuss or take action on issues not on the
agenda, except that members of the Council or staff may briefly respond to statements made or questions posed by persons
exercising their public testimony rights (Gov. Code Sec. 54954.2). Staff may be asked to follow up on such items. Staff
reports and other written documentation relating to each item referred to on this agenda are on file in the City Clerk's Office
in Room 1 of City Hall.
Kelvin B. Harrison, San Luis Obispo, reiterated claims of harassment and
discrimination.
Lionel Dennis Johnston, 290 Palm Street, submitted a letter(on file in Office of
the City Clerk) concerning severe erosion damage at Whale Rock Reservoir.
Tom Hutchings, 538 Felton Way, encouraged the Council to consider the Human
Relations Commission's recommendation to pass a resolution opposing
unilateral preemptive military action against Iraq.
1. GOAL-SETTING PROCESS FOR 2003-05. (HAMPIAN/STATLER- 60
MINUTES)
RECOMMENDATION: Approve the goal-setting process for 2003-05.
ACTION. Process approved using a zero to five point goal ranking system and
agreeing that Council need not assign all of their allotted points when ranking
goals.

Financial Report and ending financial results for 2001-02.
4. GENERAL FUND FIVE YEAR FISCAL FORECAST: 2003-08. (STATLER — 60
MINUTES)
RECOMMENDATION: Review and discuss the results of the General Fund Five
Year Fiscal Forecast for 2003-08.

Severe Erosion Damage on Old Creek Road and Whale Rock Reservoir
Erosion on Old Creek County Road between Highway One and Highway 46 is filling in
Whale Rock Reservoir at an alarming rate and also creating landslides that take large
chunks of the road into the lake and close the road almost every winter.There is a large
drain pipe 2.3 miles up from Hwy 1 that has broken and is now dangling above a sheer
drop off. The road will soon collapse if it's not fixed. If we can't find the time and money
to fix the slopes and the drains before they collapse, how are going to find the time and
money after the fact. Fining drains and revegetation are cheaper and far more
constructive than sending tons of silt into a valuable public water source and having
landslides close the road after big storms every winter. Every time the road is closed the
folks who live up in that area, including former Country Supervisor Bill Coy, have to
drive 25 miles to Paso Robles for groceries instead of traveling four or five miles to
Morro Bay.
Road cuts without the proper vegetation have been a plague since Roman times and it's
a problem on Old Creek Road that could be fixed much more cheaply by using
revegetation with native bunch grass, wildflower seeds and nets then it could be by
sending out road crews, on overtime in the middle of storms, to push the dirt around and
then later building million dollar concrete retaining walls.
Installing willow cuttings and vegetation is cheaper and more functional for the
environment and the taxpayer then expensive and ultimately unworkable concrete and
steel engineering projects.
The Federal Clean Water Act that was signed into law by Richard Nixon prohibits the
discharge of silt into our waterways without some plan or process to solve the problem. I
don't expect this dangerous problem to be fixed overnight, but I do expect the public
authorities to begin right now to start the process. We created the road and the lake. We
need the road and lake. They are a public resource that is in trouble. On ounce of
prevention is worth a pound of cure. I hope you'll take action on this.
