Jeff Jorgensen Former Elected Official Dodie Williams Former Elected Official Norie Placak Personnel Board Member Louise Matheny Personnel Board Member, Alternate Cydney Holcomb Citizen-at-Large Rick May Citizen-at-Large DISCUSSION Charter Section 410 provides that compensation for the Mayor and Council shall be reviewed biennially in even numbered years. The Council Policies and Procedures specifies that a five member citizen committee be appointed by January 315`of even numbered years and, further, that committee recommendations be forwarded to the Council no later than May 15`. Unfortunately, staff failed to initiate the process in 2002 and when we discovered this, the Council agreed to waive the review in light of the financial crisis. Therefore, the Council's compensation has not been reviewed since 2000. It is appropriate at this time to initiate a review of the Council's compensation and the first step is to appoint a Council Compensation Committee. Council Policies and Procedures Section 2.6.2 establishes guidelines for the make-up of the committee, as follows: The committee membership shall have as broad a representation as possible, including but not limited to, one previously elected official, one Personnel Board member, and one citizen-at-large. Policy Section 2.6.2 outlines the responsibilities of the Council Compensation Committee, as follows: The committee shall review the full Council compensation package including salary, benefits, expense reimbursement, professional development allowances and any other compensation provided the City Council. Review should include, but shall not be limited to: 1) compensation of Council and Mayors of cities of similar population/budget size; 2) Council Agenda Report—Appointments to the 2004 Council Compensation Committee Page 2 compensation practices of both Charter and General Law cities; 3) Government Code provisions for General Law cities; and 4) Council and Mayor responsibilities in San Luis Obispo at the time of the committee's review; and, S) any structural changes that may have occurred in municipal government either as a result of State legislation or by actions of the local electorate that may have added to or deducted from the duties and responsibilities of the Council Members and/or Mayor. Consistent with past practice, Council Members nominated individuals to serve on the committee by submitting names to the City Clerk. The City Clerk recruited individuals using the following criteria: 1) by calling first those qualified to serve who received more than one nomination, 2) by contacting one nominee from each Council Member, and 3) by recruiting Norie Placak, Chair and most senior member of the Personnel Board. Note: Ms. Placak's schedule may prevent her from attending a meeting during the month of February. Ms. Matheny is the Vice Chair of the Personnel Board and is willing to step in as her alternate, if need be.
