SUBJECT: REVISIONS TO THE PROMOTIONAL COORDINATING
COMMITTEE GRANTS-IN-AID APPLICATION
CAO RECOMMENDATIONS:
As recommended by the Promotional Coordinating Committee (PCC), approve revisions to the
Grants-in-Aid (GIA) application and criteria.
DISCUSSION
Every few years or so, the PCC reviews the GIA application and criteria to determine if revisions
are needed to better reflect the objectives of the program and address ambiguities and concerns
identified over time by grant applicants and grant reviewers. The last revision occurred on
December 3, 1996. Last fall, the PCC directed the GIA sub-committee to conduct a thorough
review of the program and return with proposed revisions to the process. The sub-committee met
twice during October and November 2003 and presented their recommendations to the full PCC
on December 10, 2003 for discussion and concurrence. The PCC approved the changes and
forwarded the recommendations to the Council for final approval prior to the next granting cycle,
which begins in February. (See Attachment 1 for PCC minutes.)
Many of the modifications dealt with routine editorial changes although several more substantial
recommendations have been proposed. The following information provides a description of each
recommended revision and the logic behind the recommendation. (See Attachment 2 for revised
application.)
Form Application Rather Than Letter of Application
The previous Request for Proposals required the applicant to provide information in the form
of a letter. The PCC made a decision to design a form-based grant application to take the
place of the letter of application. The form makes it easier and clearer for grant applicants to
provide all the required information and materials, and for the grant reviewer to 1) make
certain grant applications are complete, and 2) be consistent when rating applications..
Cover Letter
General guidelines for granting categories (page 1 of Application):
1) In the past, "Publicity and promotional materials" was listed as one of the granting
categories along with "Large festivals or parades" and "General support for concert
series, art exhibits, and youth outreach". The sub-committee felt that, rather than being a
granting category, "Publicity and promotional materials" is part of the criteria used to

make funding decisions and therefore was moved to Grant Criteria (Attachment 1, #8 to
Application).
2) Funding guidelines were reduced from $3,00046,000 to $2,00045,000 for large festivals
and parades and from $2,00043,000 to $1,00043,000 for general support for concert
series, art exhibits, and youth outreach. These guideline reductions were recommended
to accommodate the overall reduced GIA funding imposed as a result of the current tight
financial condition of the City.
The revised cover letter recommends that all applicants attend the "mandatory meeting for
first-time applicants" so revisions can be reviewed and discussed. This recommendation will
be less critical in future years as applicants become more familiar with the new application.
Minor editorial changes were made to the cover letter with regard to 2004-05 timelines.
Grant Application Assessment Criteria
Applicant Criteria:
1) The new criteria stresses the need for repeat applicants to provide complete Final Reports.
Oftentimes, statistical data for the participants of funded activities has been lacking or
minimized.
2) 501(c)(6) non-profit corporations were officially added as qualifying organizations and
the requirement for Federal non-profit status was stressed (as opposed to State non-profit
status). In the past, grants have been awarded primarily to 501(c)(3) organizations but
occasionally to non-profit (501)(c)(6) organizations such as the Downtown Association,
Chamber of Commerce therefore the revision now specifically permits this. (See
Attachment 4 for definition of(501)(c)(3 & 6) organizations.)
3) The statement "The applicant should be able to demonstrate coordination with related
agencies and existing community resources" has been moved to Grant Criteria to reflect
the PCC's desire to see collaboration among organizations.
Grant Criteria:
1) Criteria was added indicating that consideration will be given to events that take place in
the City. While in the past some regional events have received funding, the PCC wished
to stress that the priority remains local community.
2) Clarifying language was added to the expenses not funded (salaries, capital equipment,
rental space"for performances or rehearsals", tours or travel expenses) to serve as a guide
to grant writers.
Application
Various editorial changes to the Application Requirements reflect the conversion to an
application form instead of a letter.
Agreement
Clauses were added to the City's general agreement with grant recipients to address areas that
caused concerns in the past. (See Attachment 3)

1) Grants must be executed within the timeframe stated in the contract, or the organization
could be at risk of losing funding.
2) Funds are to be expended on approved expenditures only.
3) Any unused funds must be returned to the City at the end of the funding cycle.
Reporting Guidelines
1) A guideline was added requesting proof of acknowledgement of City support at the event
or activity or in the publicity materials produced.
FISCAL IMPACT
There is no fiscal impact associated with the proposed revisions. Grant funding is approved
during the development of the two-year Financial Plan and no additional funding is requested.
ALTERNATIVES
The Council could deny the revisions, in which case, the PCC will continue to use the original
Request for Proposal used in previous grant cycles. Staff does not recommend this because the
new form and criteria respond to issues that have been identified over the past several years as
problem areas.

Item 2. PUBLIC RELATIONS CONTRACT
Shelly Stanwyck, Economic Development Manager, summarized Wendy George's
memorandum included in the Agenda Packet regarding the Chamber's desire to discuss their
Public Relations Contract in light of an upcoming personnel change. PCC members discussed
the appointment of an ad hoc subcommittee to carry on this discussion.
ACTION: Moved by Newland/Hunt Roberts that Bob Griffin, George Newland and Debby
Nicklas comprise an ad hoc subcommittee to meet with the Chamber and discuss its public
relations contract, Motion carried 5:0.
MARKETING OBJECTIVES
Item 1 . DEVELOPMENT AND IMPLEMENTATION OF BRAND IMAGE
Maggie Cox provided a status report on the development of a brand image. Trademark work
has continued and one more level of search must be completed prior to use of the slogan
"Experience the SLO Life". This level of search is important to avoid possible litigation. The
common law search will be completed shortly. In the meantime, BC&A will develop graphic
images to be reviewed informally by the Marketing Subcommittee and presented to the PCC
for consideration at the January 2004 meeting.
SUBCOMMITTEE REPORTS
Item 1. GRANTS IN AID SUBCOMMITTEE.
Subcommittee Chair Hunt Roberts highlighted the proposed changes to the GIA Application
materials. The format has changed from a letter to forms. Proposed funding amounts were
shifted to more accurately reflect previous awards, which hadn't been higher than $5,000. The
applicant criterion emphasizes the need for completed reports from last year's grants. Both
501(C)(3) and (C)(6) corporations can apply. Events should be focused in the City.
ACTION: Moved by Justice/Newland to approve the GIA materials as presented; Motion
carried 6:0.
Item 2. MARKETING SUBCOMMITTEE
Subcommittee Chair Nicklas reported that the Marketing Subcommittee Meeting at its recent
meeting discussed and reviewed the visitslo.com website. The Subcommittee also discussed
the status of the brand image development. Debby also reported that the Trout About Art
Committee had a kick off meeting and the event is presently planned to begin in May 2005.

Dear Interested Organization:
The City of San Luis Obispo's Promotional Coordinating Committee (PCC), under direction of the City
Council, recognizes that cultural, social and recreational organizations make significant contributions to the
overall quality of life in the City of San Luis Obispo. Accordingly, the City sponsors a Grants-In-Aid program
to promote such activities within our community. The City awards annual grants totaling approximately
$101,300 to some 40 organizations each year. The following general guidelines are meant to provide direction
based on previous granting history. However, they are not mandatory granting categories, nor amounts.
• Large festivals or parades $2,000 $5,000
• General support for concert series, $1,000-$3,000
art exhibits,and youth outreach
At this time the City of San Luis Obispo invites you to apply for a promotional grant to be awarded as part of
this program.
To be considered for grant funding, agencies must have non-profit status (Articles of Incorporation, 501(c)(3)
or (c)(6) status, Federal M number and Tax Exempt Notification) prior to grant submittal. They must also
have clearly stated goals,be able to demonstrate that their financial management practices are sound and insure
accountability. The City is unlikely to fund new projects which duplicate or conflict with existing programs,
services or events. Applicant organizations must demonstrate a unique quality to their program, as well as
demonstrate resident and/or visitor need fulfillment. In light of the City's fiscal uncertainties, project
collaboration among organizations is encouraged. Organizations that received promotional grants during the
2003-04 funding cycle must have complied with all reporting requirements to receive their 2004-05 grant.
To be considered for a grant, organizations must apply using the attached application form NO LATER
THAN 5:00 p.m.,March 12,2004. Late or incomplete applications will not be accepted. The application
must provide the following information:
1. A description of the project or activities to be supported by the grant, including how the project or
activities support the overall goals of the organization.
2. A description of who will benefit from the project, including any tourist attraction potential it may
have.
3. A description of any collaborative efforts with other agencies relative to the project.
4. The total amount requested,including a prioritized breakdown of individual line items within that total.
5. A detailed budget for the project indicating expenditures to be supported by the City grant and
expenditures supported from other sources.
6. A crowd control and safety plan,if appropriate(parades or large special events only).
7. A description of how your organization will acknowledge the City's support in your promotional
materials. (A standardized logo is available upon request.)

PROMOTIONAL COORDINATING COMMITTEE
GRANT APPLICATION ASSESSMENT CRITERIA
Applications submitted to the Promotional Coordinating Committee_ will be evaluated both in terms of the
applicant and the grant proposal using the following criteria:
A. APPLICANT CRITERIA
1. Applicant organization must have a clearly stated purpose and function and be responsible for the
planning and provision of a cultural, social or recreational program/event. Acceptable recreational
programs must qualify under Section 1(b)of Grant Criteria below.
2. Applicant must demonstrate that it has the managerial and fiscal competence to complete the
proposed project. Repeat applicants must have a successful history of using prior grant funds, as
evidenced by a completed and accepted Final Report.
3. The organization must have Federal non-profit status as defined in Section 501(c)(3)or(c)(6)of the
Internal Revenue Code(no exceptions made).
4. The organization must give evidence that it has pursued other sources of financial support and that
it has examined and weighed the financial ability of the target population to support its program or
event.
5. The organization must extend its program to the general public and may not exclude anyone by
reason of race, religion, sex, national origin, sexual orientation, age,physical, mental or economic
status.
6. The applicant organization must be willing to participate in a final report evaluation process as
requested by the Promotional Coordinating Committee.
B. GRANT CRITERIA
1. Grant requests must be for programs or activities which meet one or both of the purposes below:
a. Of local cultural benefit to the residents of the.City of San Luis Obispo(e.g., determined by the
event's popularity, its accessibility to residents, its affordability and its uniqueness in the
community)or;
b. Of tourism promotion advantage to the City of San Luis Obispo (e.g., determined by increases.
to the City's revenues,especially transient occupancy tax revenues).
2. Consideration will be given to events that take place in the City of San Luis Obispo and
contribute to the local economy.
3. Additional consideration will be given to:
a. events that occur during the"non-peak"tourism months of September through May;
b. organizations requesting funds for a special celebration such as an anniversary that will provide

increased promotional opportunities;
c. organizations that demonstrate collaboration with related agencies and other community
resources.
4. Other types of City support, such as facility use or in-kind service, will be considered in the award
process.
5. Demonstrated financial need of the organization will be considered in evaluating and awarding
funds, although the potential cultural and/or promotional benefit of the request will be given higher
consideration.
6. Past grant performance of the organization, regardless of financial need or potential proposal
benefit,will be considered in awarding funds.
7. Grants will not be made for the following expenses:
a. Office overhead or staff salaries(artist stipends acceptable).
b. Capital Equipment.
c. Rental of space for performances or rehearsals.
d. Scholarships or camperships.
e. Tours or travel expenses.
8. In the past,grants have been awarded for the following expenses:
a. Publicity and promotional materials
b. Tickets to events for youth and or underprivileged
c. Artist's stipends and honorariums.
Applicants should be aware that there is no assurance that funding will be available to them in any
fiscal year.

PROMOTIONAL COORDINATING COMMIT'T'EE
STATEMENT OF LIMITATIONS AND PAYMENT DISBURSEMENT
Please read the following document and sign to indicate that you have read and understand it.
Limitations:
This grant application does not commit the sponsor to award a grant or to pay any costs incurred in the
preparation of this application or to procure or contract for services or supplies. The Promotional
Coordinating Committee reserves the right to accept or reject any or all applications received, to fund on a
line item basis,to negotiate with all qualified applicants,or to cancel in part or in its entirety this application
if it is in the best interest of the City to do so.
Payment of Funds:
All duties, obligations, and disbursements of funds are to be governed by the provisions of the agreement
between the City and the applicant receiving funds.
• An applicant awarded funds shall enter into a contractual agreement with the City of San Luis Obispo
for stated programs for the current grant period.
• The payment schedule will be stated in the contractual agreement.
• The contracting agency will agree to provide reports in such form and detail as may be required by the
Promotional Coordinating Committee to monitor contract performance prior to payment for programs.
• Contracting agency will provide City with an annual audit by an independent auditor to be approved by
the City,if the City should so request.

AGREEMENT
THIS AGREEMENT, dated , for the convenience of the parties hereto, is between the CITY
OF SAN LUIS OBISPO,a chartered municipal corporation(referred to herein as CITY),and«ORGANIZATION».
WITNESSETH
WHEREAS, «ORGANIZATION» has requested CITY to contribute to a program to provide the service described
in "Attachment 1" attached hereto; and
WHEREAS, said services will be available to residents of the City, thereby serving both a public and municipal
purpose.
NOW, THEREFORE, CITY AND «ORGANIZATION» for and in consideration of the mutual benefits,promises,
and agreements set forth herein, do agree as follows:
1. «ORGANIZATION» shall perform its services as described in "Attachment V herein from July 1, 200x
through June 30,200x.
2. «ORGANIZATION» will provide CITY with final program report, summarizing administrative, financial,
and client service activities. Said report shall be in the form of"Attachment 2", attached hereto.
3. <<ORGANIZATION», and all of its agents, representatives, or participants in any manner in the
performance of its obligations and duties hereunder shall be employees, independent contractors, or
volunteers for«ORGANIZATION». They shall not for any purpose be considered employees or agents of
the CITY.
4. «ORGANIZATION», and all of its agents, representatives or participants, agree that it will not engage in
discrimination in its operations because of race,religion,sex,national origin,sexual orientation,age,physical,
mental or economic status.
5. <<ORGANIZATION» agrees to defend, indemnify, protect and hold the City of San Luis Obispo and its
agents, officers and employees harmless from and against any claims asserted or liability established for
damages or injuries to any person or property which arise from or are connected with or are caused or
claimed to be caused by the acts or omissions of <<ORGANIZATION» and its agents, officers or
employees,negligent or otherwise,during the term of the Agreement and from all expenses of investigating
and defending against same.
6. CITY agrees to pay<<ORGANIZATION»a one-time only grant,in the sum of«M_200304_Recommend»,
to be used as described in "Attachment 1". The grant will be paid in full upon execution of this agreement.
7. The City Administrative Officer may terminate this agreement at his sole discretion,after providing written
notice to«ORGANIZATION». Said termination shall be effective thirty(30)days after CITY mails notice
of termination of agreement to <<ORGANIZATION». Any funds not paid pursuant to paragraph 6 above
shall revert to City upon said termination.
8. <<ORGANIZATION» shall provide recycling containers on agency premises for collection of office paper,
newspaper, and glass, aluminum, tin (bi-metal) and plastic 1-7 containers. «ORGANIZATION» shall also
collect corrugated cardboard for recycling and provide recycling containers at special events as appropriate.
Collection services are provided free from San Luis Garbage at 805/543-0875.
9. <<ORGANIZATION» shall acknowledge CITY support in promotional materials by using a standardized
logo that will be available upon request from CITY.
10. Any funds remaining unused by ORGANIZATION upon the expiration of this Agreement pursuant to
Paragraph No. 1 above,or upon the termination of this Agreement pursuant to Paragraph No. 7 above,shall
be returned to City no later than five (5) business days from the expiration or termination date of this
Agreement.
11. ORGANIZATION warrants that the grant funds shall be used exclusively for the purpose stated in
Attachment 1 to this Agreement.
12. For purposes of notice under this.Agreement, all notices shall be considered effective upon being sent by
certified mail to the following addresses:

PROMOTIONAL COORDINATING COMMITTEE
GRANTS-IN-AID
REPORTING GUIDELINES
Organizations receiving funds through the Promotional Coordinating Committee Grants-In-Aid
program are required to submit a year-end report to the City of San Luis Obispo.
For all 200x— 200x grant recipients, your final report must be received by
August 29, 200x.
(As soon as we receive your signed agreement and year-end report, we will process your check. If you
have already submitted your year-end report, you do not need to submit another one. New recipients this
year do not need to complete a year-end report until next year.)
The reports must-consist of the following:
1. Administrator's Report: A brief synopsis of the activities of the reporting period. This should
include a statement describing activities, service or programs provided, and any changes that have
occurred during the reporting period.
2. Statistical Survey: Should include the number of participants in the organization's ongoing activities
and/or events. Survey should also include, to the best of your ability, the demographic make-up of
participants, i.e., residents, non-residents, and age groups (youth, teens, adults or senior citizens).
.3. Financial Report: A financial statement that details how the City's grant monies have been
expended.

Sec. 501. Exemption from tax on corporations, certain trusts, etc.
-STATUTE-
(a) Exemption from taxation
Am organization described in subsection (c) or (d) or section
401(a) shall be exempt from taxation under this subtitle unless
such exemption is denied under section 502 or 503 .
(b) Tax on unrelated business income and certain other activities
An organization exempt from taxation under subsection (a) shall
be subject to tax to the extent provided in parts II, III, and VI
of this subchapter, but (notwithstanding parts II, III, and VI of
this subchapter) shall be considered an organization exempt from
income taxes for the purpose of any law which refers to
organizations exempt from income taxes.
(c) List of exempt organizations
The following organizations are referred to in subsection (a) :
(1) Any corporation organized under Act of Congress which is an
instrumentality of the United States but only if such corporation
(A) is exempt from Federal income taxes -
(i) under such Act as amended and supplemented before July
18, 1984, or
(ii) under this title without regard to any provision of
law which is not contained in this title and which is not
contained in a revenue Act, or
(B) is described in subsection (1) .
(2) Corporations organized for the exclusive purpose of holding
title to property, collecting income therefrom, and turning over
the entire amount thereof, less expenses, to an organization
which itself is exempt under this section. Rules similar to the.
rules of subparagraph (G) of paragraph (25) shall apply for
purposes of this paragraph.
0Corporations, and any community chest, fund, or foundation,
organized and operated exclusively for religious, charitable,
scientific, testing for public safety, literary, or educational
purposes, or to foster national or international amateur sports
competition (but only if no part of its activities involve the
provision of athletic facilities or equipment) , or for the
prevention of cruelty to children or animals, no part of the net
earnings of which inures to the benefit of any private
shareholder or individual, no substantial part of the activities

of which is carrying on propaganda, or otherwise attempting, to
influence legislation (except as otherwise provided in subsection
(h) ) , and which does not participate in, or intervene in
(including the publishing or distributing of statements) , any
political campaign on behalf of (or in opposition to) any
candidate for public office.
(4) (A) Civic leagues or organizations not organized for profit
but operated exclusively for the promotion of social welfare, or
local associations of employees, the membership of which is
limited to the employees of a designated person or persons in a
particular municipality, and the net earnings of which are
devoted exclusively to charitable, educational, or recreational
purposes_
(B) Subparagraph (A) shall not apply to an entity unless no
part of the net earnings of such entity inures to the benefit of
any private shareholder or individual.
(51 Labor, agricultural, or horticultural organizations.
6 Business leagues, chambers of commerce, real-estate boards,
boards of trade, or professional football leagues (whether or not
administering a pension fund for football players) , not organized
for profit and no .part of the net earnings of which inures to the
benefit of any private shareholder or individual.
(7) Clubs organized for pleasure, recreation, and other
nonprofitable purposes, substantially all of the activities of
which are for such purposes and no part of the net earnings of
which inures to the benefit of any private shareholder.
(8) Fraternal beneficiary societies, orders, or associations -
(A) operating under the lodge system or for the exclusive
benefit of the members of a fraternity itself operating under
the lodge system, and
(B) providing for the payment of life, sick, accident, or
other benefits to the members of such society, order, or
association or their dependents.
(9) Voluntary employees' beneficiary associations providing for
the payment of life, sick, accident, or other benefits to the
members of such association or their dependents or designated
beneficiaries, if no part of the net earnings of such association
inures (other than through such payments) to the benefit of any
private shareholder or individual.
(10) Domestic fraternal societies, orders, or associations,
operating under the lodge system -
(A) the net earnings of which are devoted exclusively to
religious, charitable, scientific, literary, educational, and
fraternal purposes, and
(B) which do not provide for the payment of life, sick,
accident, or other benefits.
(11) Teachers' retirement fund associations of a purely .local
character, if -
(A) no part of their net earnings inures (other than through
payment of retirement benefits) to the benefit of any private
shareholder or individual, and
(B) the income consists solely of amounts received from
public taxation, amounts received from assessments on the
teaching salaries of members, and income in respect of
investments.
(12) (A) Benevolent life insurance associations of a purely
local character, mutual ditch or irrigation companies, mutual or
