SUBJECT: ZONING CORRECTION FOR CONSISTENCY WITH THE GENERAL
PLAN MAP AT 215 BRIDGE STREET. (R 64-03).
CAO RECOMMENDATION
Introduce an ordinance amending the zoning on a portion of the subject-property below the 175-
foot contour from Conservation/Open Space -5 (C/OS -5) to Manufacturing (M) consistent with
the General Plan Map Designation of Services and Manufacturing and surrounding zoning.

Environmental status: The General Plan EIR prepared for the 1994 Citywide General Plan
amendments designated this property as Services and Manufacturing on the General Plan Map
and considered associated impacts. This application does not modify the General Plan map
designation, however it corrects the Zoning Map for consistency with the General Plan Map.
DISCUSSION
On December 2nd, 2003 the City Council considered a request by the Bridge Street Corporation
for a planned residential community at 215 Bridge Street (See Vicinity Map — Attachment 1).
After the close of the public hearing, the Council voted 5:0 to deny the project without prejudice.
However, a second motion was approved (4:1, Mulholland) to correct the discrepancy between
the General Plan and zoning for the property (See Action Update for the December 2dmeeting-
Attachment 2). As presented in the earlier report and discussed at the public hearing, the City's
General Plan shows portions of the property below the 175 foot contour as Services and
Manufacturing (Attachment 3) while the Zoning Map shows the entire site as Conservation/Open
Space. While inherent in the motion, the Council's action to correct the inconsistency by
amending the zoning to Manufacturing did not specifically involve an "introduction" of an
Ordinance as is required by law. In order to ensure the validity of the adoption of the ordinance,
staff is therefore bringing the Ordinance correcting the discrepancy back to the Council for
formal action.
The General Plan designation of Services and Manufacturing allows two different zoning
designations: Manufacturing (M) or Service Commercial (C-S). Properties on either side of the
property are currently zoned M (Attachment 4). Therefore M is the most appropriate zoning for
the property consistent with the General Plan and surrounding properties. nn J

CONCURRENCES
The Public Works Department has found that the proposed rezoning will have a negligible affect
on area traffic and public improvements.
FISCAL IMPACT
When the General Plan was prepared, it was accompanied by a fiscal impact analysis, which
found that overall the General Plan was fiscally balanced. This is simply a zoning cleanup that
corrects the zoning map for consistency with the General Plan Map. No fiscal impacts are
anticipated.
ALTERNATIVES
1. Continue review of the proposal with specific direction to the applicant and staff.
2. Consider amendments to the General Plan map to amend the land use pattern for the vicinity.

AN ORDINANCE OF THE CITY OF SAN LUIS OBISPO AMENDING
THE CITY ZONING MAP FOR PROPERTY AT 215 BRIDGE STREET
BELOW THE 175 FOOT CONTOUR FROM COSERVATION OPEN SPACE
(C/OS 5) TO MANUFACTURING (M) - GP/R/ER 64-03
WHEREAS, the City Council conducted a public hearing on December 2,2003 and has
considered testimony of interested parties, the records of the Planning Commission hearing and
action, and the evaluation and recommendation of staff; and
WHEREAS, the City Council finds that the proposed rezoning is consistent with the
General Plan, the purposes of the Zoning Regulations, and other applicable City ordinances; and
WHEREAS, the change brings the City's Zoning Map into conformity with the General
Plan Land Use Element Map which received full environmental review in accordance with the
California Environmental Quality Act and is therefore exempt from additional environmental
review; and
BE IT ORDAINED by the Council of the City of San Luis Obispo as follows:
SECTION 1. Findings. The City Council makes the following findings:
1. The amendment of the Zoning Map will bring the map into conformity with the General
Plan Map and allow the property to be developed with manufacturing uses similar to
adjacent properties.
2. The amendment will change the existing Open Space (C/OS-5) zoning to Manufacturing
(M) for all portions of the property below the 175-foot contour consistent with adjacent
properties.
SECTION 2. A summary of this ordinance, together with the names of Council
members voting for and against, shall be published at least five (5) days prior to its final
passage, in the Telegram-Tribune, a newspaper published and circulated in this City. This
ordinance shall go into effect at the expiration of thirty (30) days after its final passage.
INTRODUCED on the 3rd day of February 2004, AND FINALLY ADOPTED by the
Council of the City of San Luis Obispo on the _ day of 2004, on the following roll
