SUBJECT: APPOINTMENT OF NEW SLO DOWNTOWN ASSOCIATION BOARD OF
DIRECTORS MEMBERS
CAO RECOMMENDATION
By motion, reappoint Brad Bilsten, Kathi Main and Frank Merson, and appoint Alex
Gough , Tom Swem and Patty Carpenter to the SLO Downtown Association Board of Directors.
DISCUSSION
The SLO Downtown Association held its annual election in February, 2004 to fill five seats with
Board members whose terms will run from April 1, 2004 — March 31, 2006. Each Downtown
Association member was mailed one ballot and was able to vote for up to five choices from a
roster of eight candidates.
Ballots were received and tabulated by the nominating committee; election results will be
submitted to the Downtown Association Board of Directors for approval at its 9 March 2004
meeting. The slate of new officers is then forwarded to the City Council for final approval before
said officers may begin official Board service on 1 April, 2004.
As required by the Association's by-laws, all elected members are owners or
managers of businesses in the Downtown Association district.
The following Board members were elected to serve until March 31, 2006

Kathi Main Kevin Main Jewelry (2nd term)
Frank Merson Long's Pharmacy (2nd term)
Tom Swem Real Property Investments (Is'term)

In addition, one board member was appointed to fill a space vacated by a Board member whose
term had not expired. Alex Gough, Adobe Realty, was appointed by the President, in accordance
with the Downtown Association By-Laws, and his appointment approved by the Board of
Directors at its 3' February 2004 Board meeting, to serve the remainder of the term vacated by
Steve Potratz, owner of Parable who, due to opening a 2°d store, was unable to regularly attend
meetings. Mr. Gough will serve until March 31, 2005.

Current Board member Kathi Main and her husband Kevin have owned
�U•, w their Downtown store, Kevin Main Jewelry, since 1998. Kathi was born
and raised in Cayucos and before her move to the jewelry business she
spent more than 25 years as a banker with Mid State Bank. She hopes
her history with the Central Coast and experience with banking will aid
CZ U her in helping San Luis Obispo continue to be a thriving community. "I
look at San Luis Obispo as a neighborhood and I want to do my part to
Un make sure it remains viable." She currently serves on the Economic
O Activities Committee and would like to continue her work with the
4.' Downtown Association.

Frank Merson, Manager

A native of San Luis Obispo, Frank Merson has been with Longs Pharmacy for
over 17 years and at the Downtown store for almost four years. He attended
4 � ( SLO High School, Cuesta College and graduated from Cal Poly with Radio
and TV production and Business Marketing degrees. During his tenure at
•� Longs, Merson has remodeled a couple of stores and his stores have won
Long's World Class customer service awards. Frank's business philosophy is
UO to support Downtown stores and services both as a patron and a fellow busi-
C40 nessman. He continually is recommending his customers and visitors shop and
CA eat at Downtown locations. An active Chair of the Promotions Committee for
the past two years, Frank feels he can benefit Downtown by encouraging the
activities that draw people to the Downtown Core.

Brad Bilsten moved to San Luis Obispo in 1966 and graduated from Cal Poly
F in 1971 with a degree in Architectural Design. He co-founded The Gold
4V#0< Concept and B.Anthony Jewelry stores with Tony Gomez. Brad has served on
the Downtown Association Board of Directors three separate times over the
past 32 years. He has also served on the Association's Promotions, Economic
Activities and Parking and Access committees. As a property owner and as a
business owner, Brad feels he has a vested interest in making sure that Down-
town remains the center for commerce on the Central Coast.

A _ Patty Carpenter, co-Owner along with her husband Bill, of Comer View Restau-
�tl w; rant says she is enjoying life as a relative newcomer to SLO. The Carpenters
relocated to San Luis along with their daughter from Newport Beach one week
prior to purchasing the restaurant in November 2002. Patty's background in-
cluded restaurant work during her college years and 15 years in the fashion
industry. In addition, she says enjoys taking advantage of living in a world-class
wine area to slowly and carefully develop the wine list at Corner View. Carpenter
says she believes board service would be a great opportunity to further her goal of
preserving Downtown and seeing that it develops beneficially for everyone.
Tom Swem, Owner/Broker,
Real Property Investements,570 Marsh St.
Originally from Michigan,Tom Swem has lived in San Luis Obispo for the last
r 28 years enjoying life and working hard. Swem is currently ownerlbroker of Real
Property Investments and has represented buyers and sellers in over 300 pur-
chases in the San Luis Obispo area. A past president of the Downtown Associa-
tion and former chair of the Parking &Access committee, Swem's experience
has been an enormous contribution to Downtown. Swem is also a founding
} member of Big Brothers Big Sisters and has been actively involved with the
Chamber of Commerce. "My largest concern is staying in touch with how the
Downtown interacts with the balance of the city," Swem said, "especially since
we are seeing more and more commercial development happen in the outskirts."
