SUBJECT: APPOINTMENT RECOMMENDATIONS TO THE PERSONNEL BOARD, RECOMMENDATION 1. Reappoint Norie Placak to a one-year term to begin April 1, 2004 and ending March 31, 2005. 2. Appoint Philip Ruggles to fill an unexpired term beginning April 1, 2004 and ending March 31, 2007. DISCUSSION Norie Placak's term expires on March 31, 2004. Norie has reapplied and is eligible to serve an additional one-year term. Due to the sad passing of Board Member Herschel Apfelberg, a vacancy exists to fill his unexpired term. The Council Subcommittee interviewed seven applicants on February 11, 2004 and recommended reappointing Norie Placak for a one-year term and appointing Philip Ruggles for three years to fill the unexpired term. Why do you want to serve on a City advisory body? I think it is important to be involved in my community and to assist in any way I can. The City of San Luis Obispo has excellent opportunities for volunteering and to participate when assistance is requested. I would like to contribute some of my time by applying for a position on the Personnel Board. 2. Why do you want to be a member of the Personnel Board and what do you hope to accomplish? I have extensive background in Civil Service personnel issues from my more than 30 years as a State Employee prior to my retirement. As the Manager of the Employment Development, I had to deal with many personnel issues throughout the years and I am keenly aware of the importance of good personnel administration. I believe my background would lend itself to this board. The City has an excellent Human Resources department and administers its programs well. As cases are appealed, I would work with the other members of the board to ensure that good personnel policies and procedures are followed and adjudicated properly. I Have you ever attended a meeting of a City advisory body? What observations did you make? I have attended the Personnel Board hearings and have found that the assistance from the City Human Resources Department and Legal staff is very helpful and that the members of the Board act in a professional and thorough manner. supplemental questionnante—peusonnel 130aaa page s 4. What qualities, experience and expertise make you a good candidate for the Personnel Board? As stated above, as the former Manager of the Employment Development Department l have had extensive experience in overseeing Civil Service Personnel issues. I also worked as a personnel specialist for three years advising managers and supervisors in the proper administration of fact finding, counseling, documenting and acting on varied personnel problems. With the EDD Employer Advisory Council, I have also sponsored employer seminars to better educate employers on current personnel rules and regulations. 5. In your view, what might be some key personnel-related issues in SLO? I think some key personnel-related issues are: maintaining employee training programs while keeping costs reasonable, containing workers compewtion�costs;edtrt{rgmangers, supervisors and other employees in personnel policies asdaregs and dealing with, .arbitrration issues. 6. Why do you want to serve on a City advisory body? I have sufficient extra time and would like to volunteer my skills and time shoVd the City of San Luis Obispo need them. 2. I taught labor relations and personnel management for 25 years at Cal Poly, spanning many areas related to human resources. The Personnel Board appeartitb be a forum where some of these skills might be used. 3. Have you ever attended a meeting of a City advisory body? What observations did you make? In the early 1980s I served on the City of SLO Citizens Advisory Committee. Having taught labor relations for many years , it would seem to me that this would be good background for the. Personnel Board. 5. In your view, what might be some key personnel-related issues in SLO? Health costs (and issues ) , grievances and various workplace'tssues seem to be likely matters for this board:. 6. I have. been: teaching quality systems and quality management since 1998 as a regular part of my teaching duties at Cal Poly.
