SUBJECT: GRANT APPLICATION SUBMITTALS FOR ALCOHOL ENFORCEMENTS
CAO RECOMMENDATION
1. Authorize staff to submit a grant application proposal to the Department of Alcoholic
Beverage Control to fund alcohol enforcement efforts.
2. Authorize staff to submit a grant application proposal via the Office of Traffic Safety to the
Office of Juvenile Justice and Delinquency Prevention to fund enforcement of underage
drinking laws.
DISCUSSION
Per the City's Grant Management Policy, staff requests approval from the City Council to submit
the following grant applications:
Alcoholic Beverage Control (ABC) Grant — ABC anticipates offering $1.5 million in grants for
the fiscal year 2004/05 with competitive grant awards up to $100,000 to local law enforcement
agencies (Attachment 1). Staff is currently preparing a proposal to request approximately
$75,000 to $100,000 in grant funding to address alcohol related problems. The proposal outlines
enforcement objectives that are applicable under the funding agency's programs and will include:
(1) Education and training for owners and employees of licensed alcohol establishments, with
curriculum to include alcohol laws, detection of false identifications, and business policies and
procedures; (2) Conducting compliance checks for underage purchase attempts at on-sale and
off-sale alcohol establishments; (3) Conducting sobriety checkpoints, and; (4) Conducting "party
patrols"to identify and direct law enforcement efforts at underage parties.
The ABC funding, if awarded, would apply to ABC program training, reimbursement of
overtime salary and benefits and' limited program operating supplies. If the proposal is selected
by ABC to receive a grant, it would be awarded in June 2004 and staff would return to the City
Council requesting adoption of a resolution authorizing the City to enter into a contract with the
State.
Enforcing the Underage Drinking. Laws (EUDL) Discretionary Program — EUDL is a
Community Trials Initiative program established by the U.S. Department of Justice — Office of
Juvenile Justice and Delinquency Prevention. Community grant awards are up to $125,000 with
50% of the award funding law enforcement of underage drinking laws and 50% funding non-
profit community coalition groups for Iocal and school program/policy development to address

underage drinking. The community groups identified for San Luis Obispo are Prevention
Alliance, DUI Task Force and the Mayor's Youth Task Force.
Due to the process and timing of this program, Staff was required to quickly submit a grant
proposal in cooperation with the community groups via the Office of Traffic Safety (OTS) and to
agree to participate as a funded intervention agency/community or a non-funded comparison
agency/community. Staff has just learned that San Luis Obispo has been selected as an
intervention agency/community to receive EUDL funding (Attachment 2). The EUDL program
is currently being transferred from OTS to ABC for program administration and award
distribution, with official grant awards anticipated for June 2004. The actual amount of the grant
is pending and will be based on the number of alcohol establishments in each funded community.
Staff will return to the City Council upon receiving the official grant award notification to
request authorization for grant acceptance and adoption of a resolution authorizing the City to
enter into a contract with the State.
CONCURRENCES
Wayne Hansen of Prevention Alliance, Frank Warren, Chair of the Mayor's Youth Task Force
and Kimberly Mott, Chair of the DUI Task Force concur with the EUDL community grant
proposal.
FISCAL IMPACT
Both the ABC and EUDL grants would provide reimbursement of salary and benefits for actual
overtime worked on alcohol-related programs. This would result in no negative fiscal impact to
the City and may potentially result in a positive fiscal impact to the General Fund.
ALTERNATIVE
Continue with current levels of alcohol enforcements within existing City budget resources and
the balance of our current ABC grant that ends June 30, 2004 and do not seek additional grant
funds. Staff does not recommend this alternative as these are outside funding opportunities that
support Police Department goals, consistent with City goals and objectives.

ABC GRANTS FOR LOCAL LAW ENFORCEMENT
The Department of Alcoholic Beverage Control (ABC) is anticipating offering
$1.5 million in grants for the Fiscal Year 2004/2005 and invites your agency to submit a
proposal. .
Effective July 1, 2004, the Department will award grants up to$100,000 to local
law enforcement agencies. These grants will enable the selected agencies to expand their
present efforts in addressing alcohol-related problems through a comprehensive ABC
program that will encompass a wide range of strategies. If your agency is selected, your
sworn officers assigned to the project will work closely with ABC investigators and
receive training in ABC law, alcohol enforcement strategies, and community resources.
The Request for Proposal package, which contains all the information and forms
you will need to prepare and submit a proposal, can be found on our Department web site
at www.abc.ca gov. Click on ABC Special Programs on the left side of the home page
and then on Grant Assistance to Local Law Enforcement. Please download the Adobe
Acrobat PDF formatted forms to your computer to complete them and return one original
and four conies of the completed package.
The Department must receive all proposals by 5:00 p.m. on March 26, 2004.
Proposals received after the due date and time will be ineligible for consideration.

A selection committee will review and evaluate all proposals using a point system
and it is anticipated that selections will be made by May 28, 2004. Selections will be
based upon the applicant's responsiveness to the Request for Proposal and ability to
implement a project based on the program and administrative requirements.

Subject: Underage Drinking Enforcement Grant
As you are aware, the Office of Traffic Safety received a grant from the Office of Juvenile Justice and Delinquency
Prevention (OJJDP)to conduct"Enforcing the Underage.Drinking Laws (EUDL) Discretionary Program:
Community Trials Initiative. California was required to submit letters of support form cities statewide to be
considered the OJJDP evaluators to receive funding under this program. Seven cities were considered for
funding, and seven as control sites.
OJJDP has selected the cities to participate in the Underage Drinking Enforcement Grant, Community Trials
Program. As identified below, seven cities were selected as Intervention Communities and will receive funding for
enforcement and coalition efforts. In addition, seven cities were selected as Comparison Communities. These
cities will be used as control cities by the national evaluator. Although the comparison communities will not
receive funding under this program, you are not excluded from applying for assistance from other Office of Traffic
Safety programs.
