DISCUSSION The Los Osos Community Services District (LOCSD) has formally requested bids for providing fire service to its community, duties that are presently being performed by South Bay Fire Department. Request for bids were sent to the California Department of Forestry (CDF) and San Luis Obispo City Fire Department. The request for bid requires a detailed plan for emergency services, fire prevention, and training. The LOCSD Board of Directors is exploring whether another public agency is interested and capable of contracting with their community to provide an expected level of fire service at a lesser cost than they are currently paying. This proposal deadline is April 15, 2004. The San Luis Obispo City Fire Department has the potential ability to provide a better level of service at a lesser cost than the current 2.3 million dollars. To that end, this authorization is being requested. This request is only for the authorization to proceed with a proposal. Once the proposal is developed, it will be approved by the CAO and submitted to the LOCSD. If the proposal is accepted, it will be brought back to Council for final approval. Fire Department Management, the Firefighter's Association, and City staff will work together to ensure that the needs of the City, its citizens, and its employees are met and there is no detrimental impact to the City of San Luis Obispo. CONCURRENCES This request for bid has been discussed with the Finance and Human Resources Department, and the CAO. All parties have agreed that we should explore the possibility of providing the contractual service as long as it benefits the City of San Luis Obispo and does not reduce City services. �=5"l Authorize Development of a Bid for Contract Services Page 2 FISCAL IMPACT The fiscal impact is not known at this time. However, the bid will not go forward unless it is cost neutral or is of benefit to the City of San Luis Obispo. This may come in the form of a straight financial incentive or a consolidation of duties, which in turn will help the City financially. ALTERNATIVES The only alternative is to not authorize the Fire Chief to proceed with a bid, in which case we will continue with the status quo. However, this will not give us an opportunity to pursue the potential benefits listed above nor explore the possible advantages of a combined San Luis Obispo and South Bay fire service. Corenboum Fire Chief The Los Osos Community Services District (LOCSD) is conducting a Bruce D. Pickens Special Fire Tax election by mail-in ballot on May 4, 2004. The purpose of this election is to secure additional funding to operate the South Bay Fire Department and provide a continuation of existing fire and emergency services to the resident of Los Osos. During the LOCSD Board of Directors deliberation of this situation, they found it prudent to explore whether another public fire agency may be interested and capable of contracting to provide the community's expected level of service at a lesser cost. To this end, we are soliciting a response from the City of San Luis Obispo regarding this request for proposal. This issue must be addressed in your proposal in detail that would include layoffs, hiring by your agency, pay/benefit reductions, employee status, and direct cost savings to the District.Since the District must take action on this matter in a fiscally timely manner, we are requesting either a response or a proposal from your agency not later than April 15, 2004. After many hours of work and research, it was determined that the timing is not right to pursue this endeavor. Had the circumstances and climate been different, I think that the San Luis Obispo City Fire Department could have provided a premier service for a reasonable cost. However, last week the City of Morro Bay convened a meeting to discuss their fire service needs and expressed an interest in receiving a proposal from the City of San Luis Obispo.
