DISCUSSION Since 1994 it has been the practice of the City Council to cancel the first regular meeting in the month of August. This custom allows the Council and staff members to plan summer vacations and reduces meeting absences. This year, however, two members of the Council have vacation plans that cause them both to be absent from the second meeting in July. Given this rare occurrence, staff is recommending that the Council consider canceling the Tuesday, July 20, 2004 meeting rather than the first meeting in August. If staff anticipates the need for the Council to act or provide input on matters prior to the next Regular Council Meeting, a special meeting will be requested. ALTERNATIVE In recent years, vacations have often been scheduled before and after the cancelled meeting, resulting in several weeks of less than a full Council. If canceling the second meeting in July does not assist in reducing other summer meeting absences, then Council may wish to discontinue the tradition, since meeting cancellations can result in very heavy agendas both before and after the cancelled meeting. Not canceling any meetings would "smooth out" the workload some, which would be advantageous if a cancelled meeting is not helpful in vacation planning.
