CAO RECOMMENDATIONS
1. Approve plans and specifications for"Rodriguez Adobe", Specification No. 99832.
2. Authorize Staff to advertise for bids and authorize the CityAdministrative Officer to award the .
contract if the lowest responsible bid is within the:engineer's estimate of$280,000.
DISCUSSION
The Rodriguez Adobe residence is located on land owned by the City of San Luis Obispo, which is
slated to be developed as a City neighborhood park. The historic residence, uninhabited for several
years, is listed on the City's Historic Resources List. The Adobe is an excellent example of the
Spanish/Mexican construction style of the mid 19'x' Century. Over the past few years, architects,
engineers and a community volunteer group have made efforts to preserve the Adobe and determine
the necessary steps needed to rehabilitate the structure and use as a possible meeting room for the
neighborhood. Also, this building has been designated as an unreinforced masonry (URM)
structure and must be seismically retrofitted to comply with State and local ordinances.
This project would involve the seismic retrofit and stabilization of the structure, repair of the adobe
walls,improvements to the exterior walls and roof,new wooden doors and windows and installation
of utilities to the building. Future work would entail interior improvements and installation of ADA
compliant facilities.
CONCURRENCES
This project has been approved by the Architectural Review Committee and the Cultural Heritage
Committee. The Community" Development Department is prepared to issue a building permit to the
contractor awarded the project.
FISCAL IMPACT
This project was approved in the 1997 — 1999 Financial Plan. The majority of funding for this
project is from 1996 and 2001 Federal CDBG funds. As part of a resolution with the developer of
the adjacent neighborhood, the developer has contributed $100,000 to the restoration of the Adobe
and has been included into the Capital Outlay Fund for this project. The balance of funding will be
required City-matching funds included into the Capital Outlay Fund, also.

ALTERNATIVES
Defer or delay the project. This is not recommended as continued lack of action will accelerate
the decay of the building and promote it as a target of vandalism. Currently, the Adobe is an
eyesore to the neighborhood and demands some kind of resolution as to its visual appeal. Also, as
the Adobe falls into further disrepair,it poses a safety hazard due to the potential for collapse.
