SUBJECT: WRF DAFT REPAIR,SPECIFICATION NO.90461
CAO RECOMMENDATIONS
1. Approve plans and specifications for"Water Reclamation Facility DAFT Repair", Specification
No. 90461.
2. Authorize Staff to advertise forbids and authorize the City Administrative Officer to-award the
contract if the lowest responsible bid is within the engineer's estimate of$130,000.
3. Approve transfer of$163,000 from the Major Equipment Maintenance Account to the
project account.
DISCUSSION
The Dissolved Air Flotation Thickener (DAFT) tank is a critical component in the treatment of
wastewater for the City of San Luis Obispo. Over the years, the DAFT tank has deteriorated from
normal use and been damaged by corrosion from the chemicals and gases associated with the
wastewater process, and is currently in need of repair and replacement of equipment. The work
involves the removal, replacement, installation, repair, cleaning and coating of major components
of the tank and its supporting equipment.
This project must be constructed in the summer months, when Cal Poly attendance is reduced and
wastewater flows to the WRF are at their seasonal low. On April 20, 2004, the City approved the
purchase of the equipment necessary for the replacement, due to the length of fabrication time
required, so that the contractor awarded the project will be able to perforin the work during this
critical time frame.
CONCURRENCES
The project has received approval from the WRF Supervisor, the Utilities Department and a Notice
of Exemption from the Planning Department.
FISCAL IMPACT
This Capital Improvement Project was part of the 2001-03 Financial Plan. Funds to support this
project will come from the Major Equipment Maintenance Account, which has approximately
$907,900 available for use and after this transfer will have$744,900 remaining.

A 15% construction contingency is included to cover any labor involved for equipment discovered
during construction to be in need of replacement or repair, other than that equipment which is part
of this project. A coating inspector will be retained via separate contract to insure the highly
specialized cleaning and coating of this critical equipment and the tank itself.
ALTERNATIVES
Defer or delay the project. This is not recommended as delay of repair.work on the DAFT tank
will prolong the sub-standard efficiency of the tank and at worst, could fail, resulting in penalties
from failing to meet state and federal water quality standards and enormous costs for emergency
repairs.
