SUBJECT: SWIM CENTER HIGH RATE SAND FILTRATION
Specification No.90351
CAO RECOMMENDATIONS:
1. Approve plans & specifications for "Swim Center High Rate Sand Filtration, Specification
No. 90351".
2. Authorize staff to solicit bids.
3. Authorize the City Administrative Officer to award a contract if the lowest responsible bid is
within the engineer's estimate.
DISCUSSION
This project was approved in the 2003-05 Financial Plan. (See pages E-10 and E-30 of the
Financial Plan and pages 239-240 of Appendix B to the Financial Plan.)
This project will replace the existing diatomaceous earth filtration system with a high rate sand
filtration system. High rate sand filtration has become the industry standard because it:
1. Requires less maintenance;
2. Allows continued use of the pool when filters are serviced;
3. Eliminates overtime now required to service the filtration system after-hours;
4. Lowers the consumption of chemicals, water, and electricity;
5. Avoids having to dispose of diatomaceous earth, which is a low level hazardous waste.
There is no ideal time of the year to close the pool to the public. Parks and Recreation staff has
determined the least impacted time period would be starting on August 30, 2004 with
construction occurring over the ensuing 30 day contract period. Efforts are already underway to
notify swim groups so they can be prepared well in advance to make alternative use
arrangements.
FISCAL IMPACT
Installation of a liquid chlorine disinfection system was included in the project budget. That
portion of the overall project has been completed. The table on the next page shows the current
status of the overall project budget:
