Appoint Robert Lewis to fill an unexpired term beginning on September 28, 2004 and expiring on March 31, 2007. DISCUSSION A vacancy exists on the Joint Use of Recreational Facilities Committee due to the resignation of Jane Godfrey, effective June 23, 2004. The Council Subcommittee interviewed two applicants on August 2, 2004 and is pleased to recommend the appointment of Robert Lewis to fill the unexpired term. Have you ever attended a meeting of the NC or another City advisory body? What observations did you make? R3 - 1 ATTACHMENT 1 Advisory Body Application—Supplemental Questionnaire (Attachment) JUC 1. Provide service to our community; Become involved in local government; Contribute professionally to the field of recreational administration. 2. Upon reading the announcement in the Tribune, I immediately felt that serving on the JUC would be an ideal opportunity to participate in local government, obtain valuable practical experience in recreational policy and administration, and to do something directly beneficial for my family, friends, and neighbors. On the personal level, I live within walking distance of Sinsheimer Park, regularly use the facility, and currently have school age children in the San Luis Coastal Unified School District. I hope to participate in the process of policy development and evaluation in a fair and objective manner. I do not have any preconceived intentions or agendas. I would approach this opportunity with an open mind and rely on my professional experience and common sense to render balanced recommendations. 3. No. Unfortunately, there was no meeting schedule between the time I read the announcement and the due date for application. I have, however, observed city council meetings and board of supervisor meetings. I have also lead board meetings for the San Luis Obispo County Sheriff's Search and Rescue Unitas its Chairman. Additionally, I have had the opportunity to represent the SAR Unit before the San Luis Obispo County Board of Supervisors with our current Sheriff. As for my observations and impressions: objectivity, civility, and patience are essential to productivity. Attack problems; not people. 4. Please refer to my attached resume. In summary, I feel that my professional experience(manager in state government and part-time educator in the field of recreation administration); formal education (public administration), history of community service, and personal attributes (integrity, analytical, objective) lend themselves well to this committee assignment. 5. I would need to research the current recreational issues in greater detail to give you a more informed answer. However, as a city resident and avid user of our recreational facilities, several key issues come to mind, including: balancing existing capacity for a variety of users (e.g., fields for youth sports teams); open space acquisition and management, ongoing risk management (e.g., playground equipment), and, as is common in most government services, prioritizing projects within limited funding. Upon reviewing the City of San Luis Obispo's Parks&Recreation website, I noted that there were several projects and programs underway, including: Improvements.at Laguna Lake Park; Lighting and improving two softball fields; Design and construction of a park at the Rodriquez Adobe; playground renovations at Throop, Anholm, Laguna Lake, and French Park; and a proposed therapy pool adjacent to the SLO Swim Center at Sinsheimer Park. 2 Page 1 of 2 J - ATTACHMENT I Advisory Body Application — Supplemental Questionnaire (Attachment) NC 6.
