Adopt a Resolution calling for the County Board of Supervisors to form a Vector Control District.. 2. Direct staff to prepare and implement a citizen education program on the West Nile Virus. 3. Direct City staff, within resources currently available, to continue to work with County staff as needed to assist them in implementing mosquito abatement efforts using the "tools" currently available, until a District is in place. 4. Direct staff to return with a mid-year budget request for $15,000 for the cost of helicopter application of larvicide at Laguna Lake in the spring of 2005, if no funds can be found from the County for this work. 5. Adopt a Resolution calling for State and Federal Funding for Vector Control Programs. REPORT-IN-BRIEF West Nile virus, a mosquito-borne disease that entered the United States on the east coast in 1999, has recently been found within San Luis Obispo County. The disease, which is transmitted through the bite of an infected mosquito, is particularly dangerous for the elderly, young children and those with a weakened immune system. Due to an increased alarm over the spread of this disease, County officials have been working with the City to implement vector control strategies, such as trapping, monitoring and applying pesticides to selected sites. One of those sites, Laguna Lake, has presented itself as a difficult site to effectively treat and eliminate the mosquito threat, prompting the City and the County to evaluate different options for treatment. This report discusses the problem, what strategies have been tried, and what the Council could do in the future. DISCUSSION Background In the early 1960's the northern Oceanaire neighborhood was developed. This development included the diversion of Prefumo Creek into the lake from its natural course, which did not enter Laguna Lake, and the dedication of the water surface to the City. Prior to that time,a Laguna Lake Committee had developed a plan for the lake to be used as a warm water fishery. Laguna Lake Mosquito Abatement Page 2 In 1964 the Laguna Lakewood Homeowners Association requested that the City take action to control weeds and insects around Laguna Lake (see Attachment 3 for an aerial view of the lake). Specifically, residents were concerned about an outbreak of encephalitis in Houston Texas, carried by mosquitoes. Houston was addressing its problem at the time with aerial spraying using helicopters. The homeowners felt that the City had obtained the advantages of annexing the lake and should be responsible for controlling the insect and weed problems. Over time, other letters followed regarding a problem with midges, a type of insect that is often confused with mosquitoes. Apparently, the issue of which agency was responsible for vector control was debated as far back as 1968. Copies of correspondence between the State Department of Public Health and the County Health Department at that time indicate the County was responsible for mosquito control. Based upon a recommended controlled application of chemical insecticide, the County ultimately instituted some form of control program. The topic of aquatic weeds in Laguna Lake has been an issue since the late 1960's. The Laguna Lake Management Plan (circa 1982) devotes a section to weed harvesting, and estimates a cost for the activity..This effort led to the acquisition of the "Chub", which was originally acquired specifically for harvesting aquatic weeds. The lake was surveyed for areas of a particular aquatic weed, known as "Smartweed", and annual harvesting was done forseveral years in the late 1980's. At the time the program was being developed, it was determined that an EIR was required to assess the environmental impacts to the lake. The program was successful in removing "Smartweed" from the lake to the point that it has not reappeared in amounts that have caused concern. This aquatic weed is not the same as the bulrush tulles that ring the lake today. The tulles were not harvested at all during that time by City staff using the "Chub", which is an old piece of equipment that is not capable of addressing the heavier task. Current Threat In 2002, a new disease, called the West Nile virus, began to appear in the eastern United States and spread rapidly westward. The disease is transmitted by mosquitoes and was found to affect birds and mammals, including humans. By 2003 the disease had spread as far west as New Mexico and Colorado, and it was anticipated that it would reach California by 2004. As of August 10, 2004, a total of 189 West Nile Virus cases had been reported in California including 5 human fatalities. There has been one reported case of an infected bird found east of Paso Robles in San Luis Obispo County, and some mosquitoes trapped near Morro Bay tested positive for the disease. However, no infections of humans, equines or sentinel chickens have been reported in our County thus far. Public health officials have recognized the threat and are assuming that cases will reach this County this season and are preparing for that eventuality. Current status of efforts so far City staff was contacted in April 2004 about cooperating with the County on a test of insecticide applications for Laguna Lake. The insecticide is actually a biological control agent called Bacillus thuringensis, or B. T., and it can be applied in several different forms. It is commonly used in insect control because of its specific nature and very low or /-Z Laguna Lake Mosquito Abatement Page 3 nonexistent threat to not-target species. It is generally used against larval forms of the insects and thus is referred to as a larvicide. County of San Luis Obispo personnel carried out 4 applications of the granular larvicide using the City's utility watercraft. Post-application sampling indicated there was no change in the volume of insects. This method proved to be ineffectual due to the large mass of dead and matted material along the lake edge. The material prevented the larvicide from reaching the water surface where the larvae live. County staff then attempted to access the lake shallows but found that in many areas, mats of dead reeds lay in areas as deep as 3 feet. A manual application test resulted in less than I % of the granules reaching the water surface. In a meeting with City staff in July, County staff indicated potential breeding sites also existed at the Wastewater Treatment Facility and "various storm drains Citywide. Traps set at some locations within the City indicated high concentrations of adult mosquitoes, none infected with the West Nile virus. Further investigation is being carried out to identify these locations and come up with effective treatment options(see Attachment 4 for the summary of County efforts to date). During July, the City hosted a multi-agency informational meeting presented by County Health to share information on what is going on and the best ways to reduce risks. This provided valuable information to City staff and allowed us to better answer questions about West Nile Virus received from the public. Potential Strategies County of San Luis Obispo Strategies At the July meeting staff from San Luis Obispo County stated they are considering the following alternatives: 1. Aerial application (by helicopter) of the granular insecticide product followed by a subsequent fly-over"rotor wash" in an attempt to penetrate the reeds. Pros—Relatively simple to apply with minimal impact to neighbors. Cons—It is a two-step process. It is uncertain whether the product will penetrate the reed mat with greater success than the previous attempt. The process would have to be repeated. The benefit realized by treating so late in the season clearly doesn't justify the costs. Cost - Based on information supplied by the County a large scale aerial application of biological larvicides would cost.approximately $3,000 to $4,000 per application. A minimum of three applications are recommended at this point costing an estimated total of$9,000 to $12,000 (see Attachment 5 for Helicopter cost estimates). This estimate is based on the County's agreement to supply the appropriate amount of the recommended larvicide and City staff assisting in transportation and loading. 2. Aerial application of a liquid product followed by a water wash to penetrate the mat. Pros—There is minimal impact to neighbors.. Cons — It is a two-step process. Greater penetration of the mat to a larger degree seems unlikely. Product would be diluted to unknown levels by water wash. Clearance would first be required from regulatory agencies depending upon the water source for the � 3 Laguna Lake Mosquito Abatement Page 4 washing. The process would have to be repeated. It was determined that this application technique was not an effective option due to the lack of control in metering proper concentrations of the product. Controlling drift was another issue. Cost—Same per application cost as listed above. 3. Vegetation control, by removing the active reed growth to allow granular material to get to the water surface. Pros — This option is probably the most effective of all options in making sure that the larvicide applied later can get to the water surface. Cons — This option is the most expensive of all options and would only be good for approximately two seasons after which the reeds would have to be cut back again. The harvested plant material would have to be removed and processed. The cutting would still be followed by larvicide application, although it could be done in a more inexpensive manner than by helicopter. This option would require environmental review by the Army Corps, Fish and Game,NOAA Fisheries and the US Fish and Wildlife Service. Cost - The cost of harvesting and removing the active bulrush growth is very expensive and time consuming. Removal of the entire plant structure, inclusive of the root mass, guarantees the plant will not obstruct future larvicide applications if required. The re- growth average, post removal, is less than 10% and could possibly be managed in house. A rough estimate received from a qualified lake management firm places the cost to remove the bulrush conservatively at over $2,000,000. It would take approximately 300 working days to complete and does not address the issue of final material disposition (see Attachments 6 and 7 for examples of reed harvesting equipment). City staff inquired about the possible purchase of the harvesting equipment in order to perform the work ourselves. The "Aquamog" as it is called, would cost $350,000 to purchase. Two full- time staff positions ($120,000 for regular employees or $55,000 for exempt temporary employees), would be required to operate and support the equipment, along with the cost of hauling and disposal of the harvested reeds, which could be conservatively estimated at $150,000. Other options reviewed by City staff: 1. Public education by either the County or the City on avoiding contact with mosquitoes. Information is available at a State of California website: www.westnile.ca.gov Pros — This is the least expensive option and addresses the concern for disease, safety precautions and benefits the public as they travel to other areas. Materials are already prepared for publication and distribution. Cons — It does not reduce the mosquito population. The information does not always reach the public. 2. Fogging the lake area and neighborhoods with an adulticide. Pros — This would address the adult mosquito population regardless*of the condition of the lake or the ability to get a larvicide to the larvae on the water surface. Cons — This has a very negative public image when neighborhoods are sprayed. This is also not generally viewed as highly effective due to the ability of the mosquitoes to travel to and from the area. In addition, mosquitoes not present at the time of spraying are not killed. >-U Laguna Lake Mosquito Abatement Page 5 3. Introducing mosquito fish(Gambusia affinis) into the lake. Pros — Mosquito fish can be effective in small, contained water bodies. They have a voracious appetite for mosquito larvae. Cons—According to City Natural Resource Management staff, the fish breed quickly and can compete with other aquatic life. They.have a tendency to eat the larvae of beneficial insects, as well as tadpoles of native frogs such as tree frogs. The effectiveness of this type of control at the lake is not known. There may also be regulatory issues governing the release of these fish in a body of water that has a connection to live streams. Practically speaking, the fish would have a difficult time penetrating the dense, moist areas of matted material. 4. Burning the bulrush stands to remove vegetation and gain access for pesticide application. Pros — This could possibly eliminate a portion of the obstructing bulrush growth and allow limited access for application of pesticides, thus modifying the aquatic habitat and making predation on mosquito larvae much easier Cons — Burning of green waste is banned by San Luis Obispo County Air Pollution Control District Rule 501. Even if an exemption were granted, the material would have to be harvested, removed, and dried prior to burning. The burning option would still need to be followed with the larvicide application. What are other agencies doing about the problem? In reviewing what other agencies are doing, staff found the County of San Diego has a combination of circumstances much like Laguna Lake and success in reducing mosquito populations. Their strategy/program consists of three aerial applications of granular lavicide starting early in season. The cost is $38,000 annually to cover 550 acres. The three applications are approximately three weeks apart. They have had promising success in aerial applications to marsh settings very similar to Laguna Lake. Follow up counts of mosquitoes indicate a significant decrease in the number of adult mosquitoes. (See Attachments 8 through 12 depicting the 5 year historic mosquito counts, pre and post treatment at five different lake locations). Responsibilities Historically the City has never monitored or treated any of its open space or parkland to control mosquito populations. Unfortunately, San Luis Obispo County is one of the few Counties in the State that does not have a Vector Control District, and as such there is no clear-cut agency responsibility. Traditionally and historically, counties have assumed responsibility for vector control , within their boundaries; because vectors — such as mosquitoes don't observe city limit boundaries, and our County has likewise done the same. The City has no legal responsibility to participate in a mosquito abatement program with the County, however we are cooperating with County personnel and assist them when needed inside the City limits. The following was copied from the County Environmental Health Services web site defining the purpose of their program: I Laguna Lake Mosquito Abatement Page 6 Control of Disease-bearing Insects and Rodents (Vector Surveillance) The purpose of this program is to protect the health and safety of the citizens of San Luis Obispo County by monitoring the presence of disease bearing animals (vectors) and coordinating activities with State Health officials, the Agriculture Commissioner, and the pest control industry. Recommendations By law, the City is not responsible for vector control. However, since Laguna Lake is a City responsibility and mosquito populations will breed in any area of stagnant water, what can and should the City of San Luis Obispo do? First and foremost, we should be pushing for the formation of a true countywide Vector Control District. Given the problems associated with West Nile virus, it is time that county residents recognize the issue and approve of the formation of a district (see Attachment 13 for the process to form a District). County staff indicate that they are preparing a September Board of Supervisors item for this purpose. Staff has prepared a Resolution (Attachment 1) for Council adoption urging the County Board of Supervisors to initiate the process. Second, we should educate our own residents of the problems associated with the West Nile virus and what steps are currently under way with the County and the City. Council should encourage support of the formation of the Vector Control District. Likewise, we should provide information to our citizens regarding the lethal affects of the virus versus other diseases (60,000 deaths by Flu versus 300 for West Nile Virus nationwide) to bring more balance and less panic in response to the problem. Third, since any vector control program this late in the season would be minimally productive and a waste of resources and funding (mosquito production drops significantly from September to a virtual stop in November), do not pursue any such program this calendar year. Instead, focus on preventative steps such as education and tracking, and County cooperation in planning and instituting a program to begin next spring/summer at the beginning of the mosquito breeding season. City staff will submit a mid-year budget request in the amount of$15,000 to pay for several helicopter applications of a selected larvicide in order to reduce the mosquito population at Laguna Lake, in case a Vector Control district cannot be formed by that time., The City's role in the overall program should be limited to staff participation in cooperative efforts and a heavy emphasis on education using the various resources at our disposal (mailers, channel 20, etc.). Fourth, support efforts by the State to obtain Federal grant funding. We should also request grant funding from the State for all Counties to fight the West Nile virus. Thus far, after extensive research by staff, no state grant funding for this kind of endeavor has been found (unless it for an established Mosquito Abatement District) and, in reality, this problem is more than a county problem: it is a state wide problem. Legally, counties are divisions of the State and thus the State should take more responsibility to address a statewide problem. There is current legislation, Senate Joint Resolution 33, which asks the Federal government Laguna Lake Mosquito Abatement Page 7 to fund agencies in their efforts to eliminate West Nile virus. Staff has provided a second Resolution (Attachment 2) to be sent to State politicians and the Governor, supporting this legislation and requesting responsible action on this issue. CONCURRENCES County staff has provided much of the information reviewed in this report, and will be present at the City Council meeting on August 31. FISCAL IMPACT Should the Council wish to initiate a meaningful City abatement program, in the absence of grant funded programs (which typically offer"one-time" resources anyway), the only source of ongoing City support would be from the General Fund. However, the timing could not be worse for the General Fund to take on such a new, very large responsibility. With the adoption of the 2004-05 Budget, several operating and capital cuts were made and hiring and travel "chills" instituted. Preparation is also underway to cope with at least two more years of annual State takeaways (nearly $700,000 each year) and other local fiscal challenges. Thus, the City's General Fund is simply not in a position to support the start-up and ongoing support of a new, major program at this time. The bottom line for our city, along with other areas of the County facing similar challenges, is that a new, dedicated source of funding is needed specifically to combat the mosquito and other pest problems. The funding method used by other counties has been to form "vector control districts". In fact, the County of San Luis Obispo is one of the few counties in the State of California that does not have such a district. Several months ago, County staff recommended to the Board of Supervisors that the formation of a vector control district be placed on the November 2004 ballot, but the Board declined to do so. Since then, however, West Nile Virus has become a significant Statewide health concern, and therefore the Board may be more inclined to support such a measure at this time. Staff has prepared a resolution for adoption by the Council urging them to do so. An effective ongoing mosquito abatement program really depends upon regional strategies and the availability of dedicated ongoing resources. Only a new countywide vector control district can provide these requirements. The cost to the City General Fund so far has been limited to the staff and equipment cost spent helping the County in its efforts to track, monitor and treat the problem. Staff will submit a mid-year budget request in the amount of$15,000 to fund the helicopter application of larvicide at Laguna Lake, in the event that there is no funding available from the County for that purpose. I—� Laguna Lake Mosquito Abatement Page 8 ALTERNATIVES 1. Do nothing at this time. Take a wait-and-see approach, continue monitoring traps and sentinel chicken flocks, and educate the public on the use of DEET based insect repellents. 2. Continue moving forward in assisting the County in the establishment of a Mosquito Abatement District or a Benefit Assessment District to fund ongoing vector control concerns. Calculated areas are rounded to nearest whole number DY 20040617 ATTACHMENT 4 SUMMARY TO DATE OF MOSQUITO SURVEILLANCE AND CONTROL EFFORTS AT LAGUNA LAKE, SAN LUIS OBISPO 6-14-04 Background In 2003, due to the increasing threat of West Nile Virus in California, San Luis Obispo County initiated a West Nile Virus Surveillance program. The program consisted of two sentinal chicken flocks and live mosquito trapping and testing, in coordination with the California State Arbovirus Surveillance Program. There had been no formal mosquito abatement or surveillance program prior to this date. In 2004, the county Board of Supervisors approved a budget to create a mosquito abatement program in addition to the surveillance program. Plans were formalized and areas prioritized to begin treating mosquito larvae, using biological larvicides. Geographic areas in the county were evaluated based on historical complaint and trapping data, numbers of population affected, and likely presence of the most likely vector of West Nile Virus, primarily Culex tarsalis and other species of Culex. Geographic areas that include populations of elderly individuals, schools, and rest homes near the mosquito breeding sites, were given highest priority for treatment. Laguna Lake in the City of San Luis Obispo met the criteria for treatment based on population numbers, the presence of two schools, mobile home parks that contain elderly populations, number of complaints and the presence of Culex mosquitoes. Laguna Lake is a natural lake that is fed by rainfall coming primarily from Prefumo Creek. The lake currently consists of about 112 acres of water surface area, surrounded by about 75 acres of tule vegetation. The open area of the lake does not support mosquito breeding due to the high winds that occur,but the tules provide a protected area in which mosquito larvae survive. In 2003, A surveillance trapping site was established at a residence on Descanso St., near the Laguna Middle School. Large numbers of Culex erythrothorax(the tule mosquito) were trapped at this residence. Current. When the abatement program began in May 2004, and a large number of complaints came in about the mosquitoes, treatment at Laguna Lake was initiated. With the assistance of the City of San Luis Obispo Parks Department, a pontoon boat was utilized to access the inner portions of the lake, and the granulated biological larvicide, Vectobac, was spread into the tules using backpack blowers. The distance that the product was able to penetrate into the depth of the tules was only about 10-15 feet. In conjunction with the treatment, a trap was set at the residence on Descanso to document trends in numbers. A ITA W AA UJ TI It was evident after the first initial treatments and trapping activities, that the mosquito larvicide was not reaching the innermost areas of the shallow waters where the mosquito larvae are found. A group of the abatement team attempted to access the lake shallows from the shoreline by literally "stomping" a trail through the reeds to access the waters edge. The tule growth is extremely dense, and in many areas, dead reeds lay flat in mats up to three feet high. In many areas, the tules stretch into the lake for hundreds of feet. It took four people about an hour just to reach the edge of the water. Once the water's edge was reached, the group performed some trials to see how much of the granulated product penetrated the rules when applied from above. Product was applied by hand from the top of the tules. Several experiments were tried. In one trial, a measured handful of product was sprinkled from above, and caught in a tray at the water surface. In that trail only twelve granules out of 1000 reached the tray. Less that one percent of the product reached the surface. Due to the extreme density and depth of the tule growth, it would be extremely labor intensive to try to apply product from the ground. Even if ground application were physically easier, the amount and density of vegetative growth prevents the product from reaching the surface of the water. In consultation with numerous California Mosquito Abatement Districts and experts in the field of mosquito control, several alternatives are recommended: 1. Aerial application of the granulated product may be able to penetrate the reeds if followed by a subsequent fly-over"rotor-wash". 2. Aerial application of liquid product may penetrate the vegetation if followed by a water wash. 3. Vegetation control, by thinning or removing the reeds would allow better access for ground crews, although application would still be extremely labor intensive. 4. Removal of most of the tule vegetation would eliminate the majority of the mosquito breeding habitat, and thereby opening up more habitat for waterfowl. Given the lack of success in treating the lake by boat, this activity will be suspended pending further review. County mosquito abatement technicians, using a shallow draft boat piloted by City staff made three applications of a biological control product. Posttreatment trapping results indicated the treatments failed to accomplish a reduction in the numbers of emerging adult mosquitoes. It has been determined that effective larviciding is not possible via backpack blowers as the distance we can apply larvicide product is significantly shorter than the width of the standing water and tules along much of the periphery of the lake. The broad bands of tules pose an impenetrable obstacle to technicians, equipment, control product deposition and apparently mosquito fish as well. Environmental Health Services has investigated options for potentially effective means of reducing mosquito breeding in Laguna Lake. The mosquito abatement options identified include: Draining the lake Aquatic Plant Management An aquatic plant specialist could be consulted as to ways to reduce mosquito habitats and facilitate treatment by removing, periodically thinning tulles, cutting and dredging access swaths through the plants, etc. Dredging that created steeply sloped sides around the lake's perimeter would also minimize mosquito breeding. =A[2/tVa3;j1J O9Common%DOCUMENTatove4MosquitoAaatemenHLagun David Romero, Mayor Page Two August 27, 2004 Use of Helicopters to Apply Larvicides The San Diego County Mosquito Abatement District has attained great success with monthly larvicide applications conducted by helicopters. Graphs depicting the dramatic reductions in numbers of emerging adult mosquitoes are included in the City's staff report. Additionally, there has been discussion of introducing "mosquito fish" into the lake as a means of controlling mosquito larvae. However, it is our understanding that mosquito fish are already present in the lake. Introduction of mosquito fish into open waters is contrary to the terms of our program's "Best.Management Practices" and we have encountered concern from some State Park and State Fish and Game officials that placing mosquito fish into open waters can provide competition for native fish species. A representative from a neighboring county mosquito abatement district indicated that mosquito fish only penetrate about 15 feet or so into tule thickets. The tulles at Laguna Lake are estimated to be 80-100 feet wide in some spots. Although draining the lake is not a realistic option, it may be advantageous to study strategic dredging to accomplish multiple objectives, e.g. tule removal/thinning, deepening, mosquito habitat elimination, park renovation, etc. especially if the current drier conditions continue into next year. Vectolex and Vectobac are pelletized formulations of naturally occurring bacteria that when ingested by mosquito larvae disrupt the insects' digestive process, thereby preventing development into adult mosquitoes. Consideration should be given to initiating treatment this fall as larvae can be expected to continue to develop into adults until temperatures drop low enough to cause "hibernation" until spring. Fall treatment might also be warranted to minimize human cases of West Nile Virus that may yet develop if summer temperatures extend into October and November prolonging the active mosquito biting season. Include mosquito abatement best management practices in future Laguna Lake Park renovation projects. The letter describes the efforts made so far this season in an attempt to reduce the numbers of adult mosquitoes that are breeding in the lake, with the potential to carry West Nile virus. The application of larvicide to the lake has been ineffective, partly due to the broad bands of tulles along the perimeter of the lake as well as the dense mat of vegetation that has formed over the years. The equipment available to the County Health Department does not allow them to properly apply the larvicide, and they met with City staff on July 15, 2004 to discuss other possible options. The options discussed at that meeting included draining the lake, dredging the lake to remove the tulles and aquatic vegetation that made application of the larvicide difficult, and the use of helicopters to apply the larvicide where the existing equipment could not reach. Introduction of mosquito fish into the lake was also discussed; as it appeared to be a more conservative approach that would have made pesticide application unnecessary. City staff looked into each of the options (with the exception of draining the lake) and has provided a more detailed response with advantages and disadvantages of each in the Council Agenda Report, along with a recommendation to Council for some additional actions. City staff is currently working with County Health Department staff on several fronts concerning mosquito abatement for West Nile virus. We are identifying likely locations for mosquito breeding in the city based on the results of mosquito traps placed during the summer months. We are putting together a GIS-based map of certain features(drainage inlets, creeks, parks, sensitive receptors and trap locations) to help keep track of where mosquitoes are being found and what may be the breeding locations. City staff has also researched what other agencies are doing to keep mosquito counts down and what the potential costs are for those activities. In his letter, Dr. Thomas makes several recommendations for the City to take action on in the attempt to keep mosquito counts down. We agree that the most effective strategy that can be quickly undertaken is the helicopter application of the larvicide. A program of aquatic weed removal or dredging the lake could only be implemented after a long study and permitting, in addition to a large capital cost, which the Council is aware of given the length of time taken with the Laguna Lake Dredging project. The County approached the City for assistance in the abatement effort mainly because the County is under funded and understaffed for the effort and has no vector control district in place. The only difference between the County letter and the recommendations in the staff report is the timing of the helicopter application of the larvicide. The County believes that an application of larvicide in the fall would be effective, and possibly reduces the risk of human West Nile virus cases if higher temperatures persist into the fall. One application of larvicide could be made at a cost of approximately $2,500, which would give the County a chance to continue trapping and monitoring and planning for next spring. City staff can support making a larvicide application this fall, if the County Health Official feels strongly that it would be effective and Council is comfortable with this technique. Staff suggests that the County take the lead in providing advance notice to residents and an explanation of the process, with assistance from the City as needed. Our Council approved the attached resolution, asking that the San Luis Obispo County Board of Supervisors support the formation of a vector control district. As you know, we are one of the few counties in the State without the protection of either a mosquito or vector control district. While you may have had good reasons for the earlier deferral of district consideration, with the presence of West Nile Virus, we feel strongly that the time has arrived for action. In recent months, our respective staffs' have worked collaboratively to address the mosquito problem at Laguna Lake due to the potential health hazards involved. Traditionally, however,public health has been the responsibility of County government. Unfortunately, as we know too well, State takeaways and other fiscal pressures have caused many counties to retrench, or totally withdraw,from traditional county responsibilities. Therefore, while we recognize that the County cannot simply launch a new, major program with your already strained general fund, your Board can make the decision to bring this issue to voters. We believe that voters,given the choice and enough information, will support providing you with the resources needed to fulfill your public health mission as it relates to mosquitoes and other health related pests. Therefore,the San Luis Obispo City Council respectfully requests Board action to place a vector control district— or at least a mosquito control program assessment measure—before the voters of the County at the earliest possible time. Even with timely action on the part of the Board and subsequent voter approval,the City is concerned that we are already late in addressing the West Nile problem. In the meantime, we continue to appreciate the efforts of your staff and we will continue to work collaboratively with them with the resources now available to us.. Sincerely yours, • ' ��� David Romero Mayor cc: City Council, Dr. Gregory Thomas, City Staff Distribution RESOLUTION NO. 9602 (2004 Series) A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS OBISPO REQUESTING THAT THE SAN LUIS OBISPO COUNTY BOARD OF SUPERVISORS SUPPORT THE FORMATION OF A VECTOR CONTROL DISTRICT WHEREAS, it has been found that the disease West Nile virus, a serious threat to the health of our community, has been discovered within San Luis Obispo County; and WHEREAS, West Nile virus has caused the deaths of at least four people with the State of California, and infected over one hundred more; and WHEREAS, the West Nile virus is spread to people and animals by mosquitoes infected with the disease; and WHEREAS, other health problems associated with mosquitoes and other pests can only be effectively addressed in a regional fashion; and WHEREAS, the County of San Luis Obispo is one of the only counties within the State that currently does not have a Vector Control District in place. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of San Luis Obispo that the formation of a Vector Control District within the County of San Luis Obispo should have a high priority with the Board of Supervisors and should be authorized for voter approval at the earliest possible time.
