Prepared By: Doug Davidson,Housing Programs Manager SUBJECT: APPOINTMENT OF CITY REPRESENTATIVE TO THE SAN LUIS OBISPO HOUSING TRUST FUND(HTF) COMMISSION CAO RECOMMENDATION Appoint Doug Davidson, Housing Programs Manager, as the City representative to the HTF Commission. DISCUSSION The City of San Luis Obispo has been supportive of the Housing Trust Fund since its early proposal. On February 17, 2004, the City Council authorized a grant of$60,000 from the City's Affordable Housing Fund for start-up and operating costs of the HTF. The first payment($30,000) was made to the HTF on July 1, 2004 with the second (and final) payment of$30,000 scheduled for June 30, 2005. This financial support gives the City the opportunity to appoint one representative to the HTF Commission. The Commission will serve as the loan committee of the HTF reviewing loan requests and procedures and forwarding recommendations to the HTF Board of Directors. The Commission will also provide policy guidance as the work of the HTF grows over time, and therefore direct City participation on the Commission is essential. Formation of the Commission continues the ongoing process of setting up the HTF. Jerry Rioux, Executive Director, and the HTF Board of Directors have been in place since the fall of 2003. The Commission will complete the support structure for the HTF as it continues to seek funding for affordable housing projects and a permanent stream of revenue. The City of San Luis Obispo is a participating jurisdiction of the HTF. The City representative on the Commission can advocate for loans that support affordable housing in the City of San Luis Obispo. The Housing Programs Manager position was created "to expand affordable housing opportunities in the City of San Luis Obispo" and this person is the logical choice to represent the City's interests. A position on the HTF Commission will be one more opportunity for the Housing Programs Manager to encourage development of affordable housing within the City. FISCAL IMPACT There is no fiscal impact associated with this appointment. The Housing Programs Manager will assume the role of HTF Commissioner as part of his CDBG eligible job duties. CAR—Appointment to the HTF Cmmission Page 2 ALTERNATIVE The City Council could appoint a Council member, another City employee, or a representative at- large. The Housing Programs Manager is the recommended choice, because the position of HTF Commissioner "dovetails" nicely with the mission of this position. Also, Doug has established a good working relationship with Jerry Rioux and other members of the HTF. Attachment 1. As a participating jurisdiction, you have the opportunity to appoint one representative to the HTF Commission. The Commission serves as our loan committee. We anticipate that approximately half of the Commissioners will be appointed by participating jurisdictions. You may use your discretion in selecting your appointment to the HTF Commission. Your appointee may be a city staff member or someone else who is selected either by yourself or the city council. Your appointee should, of course, be someone who has the time and interest to participate on the Commission. We anticipate that the Commission will meet monthly and that some Commissioners will participate in additional meetings. Commissioners make recommendations to the Board of Directors concerning loan policies and procedures and individual loan applications. Commissioners are appointed the Board of Directors, the San Luis Obispo Supportive Housing Consortium or a participating jurisdiction, as defined in the HTF's Bylaws. Commissioners serve at the pleasure of both the Board of Directors and their appointing entity. Commissioners may be removed by the Board of Directors or their appointing entity with or without cause. Specific responsibilities and duties of Housing Commission members are listed below: Policy Development Commissioners will be involved in providing policy recommendations to the Board of Directors and Housing Trust Fund staff concerning the use of the Housing Trust Fund revolving loan fund. They will help identify the types of projects that should receive funding and will establish criteria for prioritizing projects. Commissioners will also develop and recommend guidelines for evaluating loan applicants. Loan Application Review Commissioners will participate in developing policies and procedures for evaluating individual loan applications received by the HTF. Commissioners will review and evaluate applications received by the HTF using the established criteria and recommend action on each application to the Board of Directors. Monitoring and Evaluation Commissioners will participate in developing policiesandprocedures for monitoring and evaluating projects that receive loans from the HTF. Commissioners will oversee and monitor projects that have received loans from the HTF. Commission members will also develop an evaluation process and report to the Board of Directors on active loans.
