CAO RECOMMENDATION Adopt a resolution establishing a bicycle rack donation program within the City of San Luis Obispo. DISCUSSION Background The Public Works Department has been contacted by the Hoadley Design Group; a local company that has developed a unique"staggered"short-term bicycle rack design for 4, 6, and 8 bicycles. The Group has identified numerous locations within the City that are deficient in terms of short-term bicycle parking and has suggested that the City develop a bicycle rack donation program similar to the successful Downtown Green Bench Program utilizing their bicycle rack design. As a first step in following up on the bicycle rack donation idea, staff conferred with Deborah Cash of the Downtown Association to learn more about the drawbacks and attributes of the Green Bench Program and found that there is continued interest to donate street furniture to the City. Staff continues to confer with the Downtown Association on this matter and may seek assistance from them in the administering of the program within the downtown area. Program Details The bicycle rack donation program (tentatively called "Racks with Plaques") would allow individuals, groups and organizations to donate a bicycle rack at specific locations within the City. Program details are provided in Exhibit A and include requirements for design features and donation criteria. Design features have been identified to allow the City flexibility to consider other vendors if they meet all of the design criteria Currently the only bicycle rack design that complies with the design criteria is the Hoadley Design Group rack. Because each bicycle rack will cost less than $5,000 no competitive bidding process is required, however each donation is required to comply with the City's Donation Acceptance Policy. To get the word out on the new donation program, staff will develop an informational flyer as well as provide information on the City's web site. Additionally, the Hoadley Design Group intends to promote the City's program to other jurisdictions. Council Agenda Report-Bicycle Rack Donation Program Page 2 City staff has yet to set the donation cost, however staff expects the cost to be similar to the green benches ($1500) and the cost will include monies to pay for a private contractor to install the rack and monies to pay for a second powder coating five to ten years after installation. Bicycle Rack Locations Final locations have not been set, however tentative locations include public buildings, Garden Street, the Broad Street parking lot (across from Big Sky restaurant), City parks, and the perimeter of Mission Plaza. Plaques would be mounted to each rack acknowledging the dedication or donation. Donation criteria provided in Exhibit A will ensure that racks installed within the downtown will be powder-coated a forest green color to match other City street furniture and racks installed within Mission Plaza will comply with the Memorial Bench Policy for Mission Plaza. Additionally, the criteria also ensures that rack placement will not block accessible paths or interfere with special event activities. Consistency with City Plans The Circulation Element, Conceptual Physical Plan for the City's Center, and Bicycle Transportation Plan contain policies supporting the provision of bicycle parking. Additionally, the City's Zoning Regulations contain requirements for providing bicycle parking when ten or more vehicle parking spaces are required. CONCURRENCES The Bicycle Advisory Committee has identified a need for short-term bicycle parking at public facilities (including the City/County Library and City parks) as well as throughout the downtown core. The Committee has reviewed the Hoadley Design Group's staggered bicycle rack design and proposes to include it in the Bicycle Transportation Plan as an acceptable design for providing short-term bicycle parking. The Downtown Association Parking subcommittee has reviewed the Hoadley Design Group's bicycle rack design and supports its use within the downtown. The Parks and Recreation Director has followed the development of this donation program and supports the donation of bicycle racks for the City's parks and recreation facilities. FISCAL EMPACTS Donation of short-tern bicycle racks for use by the general public will provide additional bicycle parking within the City and save the City approximately $1500 in costs to purchase each bicycle rack. There will be minimal staff time spent establishing the bicycle rack program, identifying acceptable locations and processing the donation requests. A portion of each donation cost will be set aside to pay for installation of the bicycle racks by an approved contractor and maintenance (a second powder coating after 5-10 years). (2004 Series) A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS OBISPO ADOPTING A BICYCLE RACK DONATION PROGRAM WHEREAS, City staff has identified a need for additional short-term bicycle racks for use by the general public within the City of San Luis Obispo; and WHEREAS, the City has been contacted by the Hoadley Design Group, a local company that manufactures a unique staggered bicycle rack design for 4, 6, or 8 bicycles and has offered to work with the City to develop a bicycle rack donation program utilizing their unique staggered design; and WHEREAS, individuals, groups, and businesses have indicated a willingness to donate bicycle racks with donation plaques, and WHEREAS, it is an acceptable and appropriate practice to accept donations in compliance with the City's Donation Acceptance Policy, in order to enhance City programs and/or facilities to provide a higher level of service to the public. BE IT RESOLVED by the Council of the City of San Luis Obispo hereby adopts a bicycle rack donation program, herein attached as Exhibit A. Romero, Mayor ATTEST: City Clerk APPROVED AS TO FORM: Jona well, City Attorney Attachment 1 EIIIIBIT A CITY OF SAN LUIS OBISPO BICYCLE RACK DONATION PROGRAM The bicycle rack donation program shall utilize racks that have been approved by the City's insurance carrier and include the following design features: a) Features for easy loading and locking of bicycles;and b) minimal space requirements and c) wheel reinforcement to reduce the potential damage to bicycle wheels; and d) low maintenance; and e) vandal resistant; and f) powder coated steel; and g) incorporation of a donation plaque into the design; and h) provision of a 36 inch high barrier at the rear of the rack for placement next to walkways. Such a design is currently being offered by the Hoadley Design Group. The following bicycle rack donation program guidelines shall be followed: 1. Donations shall comply with the City's Donation Acceptance Policy. 2. City staff shall set the donation cost and the cost shall include funds for maintenance and installation so as not to add to the City staff's workload. 3. Bicycle rack locations shall be approved by City staff prior to installation. Racks shall be located so as not to block accessible paths or interfere with special event activities. 4. Bicycle racks installed within the downtown shall be powder-coated forest green in color. 5. Bicycle racks, if located in Mission Plaza, shall comply with the Memorial Bench Policy for Mission Plaza. Staff concurs that this would be a valuable addition to the resolution and is providing the Council with the attached resolution for your consideration.
