Following introductions, the Commission turned to discussion of organization issues, interim officer appointments, meeting schedule and the preparation of by-laws for the Commission. Meetings will be regularly scheduled for the 41h Thursday of each month at 4:OOpm. No meeting will be held in September. A brief staff presentation covering the proposed project timeline and critical path items was also provided. Although no specific details were provided at this meeting, a discussion was provided relative to upcoming Commission decisions to keep the project moving forward, hiring a project manager, structuring the proposals for design, critical path items, and to what degree and on what items the Commission would be providing recommendations. There was an excellent feeling of cooperation as we worked closely together to get the project moving. At the next meeting, October 28, 2004, the Commission will be considering draft by-laws being prepared by staff. One issue to be resolved in the near future is that of voting alternates. As the Commission struggled with trying to set regular meeting times, it became apparent that voting alternates would be highly desirable. Staff could potentially serve in this role, however legal counsel needs to weigh in on whether having staff as voting alternates would inhibit their ability to work together on technical matters due to possible Brown Act restrictions. At this time I anticipate requesting staff to bring forward a recommendation to the Council regarding alternate representation for the Nacimiento Commission following the November elections.
