McCluskey, Director of Public Work Prepared By: Daniel Van Beveren, Associate Engineers SUBJECT: FOOTHILL PUMP STATION ABANDONMENT, SPECIFICATION NO. 90448 CAO RECOMMENDATION 1. Approve plans and specifications, and authorize staff to advertise bids for "Foothill Pump Station Abandonment, Specification No. 90448." 2. Authorize the CAO to award the contract if the lowest responsible bid is within the engineer's estimate of$105,000. DISCUSSION The Foothill Pump Station is housed in a non-maintained structure which is approximately 10 feet by 20 feet. This structure is located within a utility easement along the eastern edge of the property on the southeast comer of Foothill Blvd and La Entrada Avenue. The facility was constructed approximately 50 years ago in order to increase the water pressure in the City's water distribution system in the northwestern area of the City. This pump station remained in service until approximately the late 1960's when a newly installed water tank above Serrano Heights increased the static water pressure in the system, thereby eliminating the need for the pump station. Since then, the pump station has been out of service, however it has remained on the property. There has been no maintenance of the structure for quite some time. The roof has holes in it, and the entire structure has been overgrown by ivy and other vines and bushes. The electric service has long been shut off and disconnected from the structure. Due to its age and non-maintained condition, the structure has become an eyesore for the neighborhood and a potential liability for the City. This project involves the removal of the existing structure and pipeline equipment, and the installation of new underground waterlines which will replace above-ground pipelines housed within the existing facility. Also included in this project is the installation of a new fire hydrant on Foothill Blvd, and a new section of waterline which will bridge a gap between two existing waterlines on Ramona Drive. CONCURRENCES This project has received a Notice of Exemption from the Community Development Department. Additionally, the plans and specifications have been approved by Building, Planning, Utilities, and Public Works Development Review as part of the review processes necessary for the acquired Building Demolition Permit. ( l Foothill Pump Station Abandonment, Specification No.90448 Page 2 FISCAL IMPACT This project was approved in the 2001-03 Financial Plan. (See pages 124127 of 2001-03 Appendix B), and carried through in the 2003-05 Financial Plan (pages 66-69 of 2003-05 Appendix B). The current project budget of $125,000 is enough to award a contract with an adequate amount remaining for contingencies and construction administration costs. A summary of the estimated expenses and proposed budget is as follows: Budget Available: $125,000 Estimated Project Costs: Construction contract $105,000 Contingencies @ 10% $10,000 Testing & Construction Administration $5,000 Total $120,000 ALTERNATIVES Council could elect not to approve this project. This would result in the continued liability and nuisance of the pump station structure remaining in place. ATTACHMENTS Plans and Specifications are available in the Council Reading File for review.
