SUBJECT: 2004/05 LOCAL LAW ENFORCEMENT BLOCK GRANT
EXPENDITURE PLAN
CAO RECOMMENDATION
Adopt a resolution approving an expenditure of $9,800 in 2004/05 Local Law Enforcement
Block Grant Funds, with a required local City match of $1,089, to fund equipment and training
to enhance public safety services, as recommended by the Chief of Police.
DISCUSSION
On August 3, 2004, Council authorized staff to submit a grant application to the Federal Bureau of
Justice Assistance, U.S. Department of Justice for a 2004/05 Local Law Enforcement Block Grant
(LLEBG)..RRG). An I I G grant of $9,800 has been awarded to the San Luis Obispo Police
Department. The primary reasons this item is coming before the City Council at this time are: (1)
The City's Grant Management Policy requires City Council approval for all grants in excess of
$5,000, and; (2) The Bureau of Justice Assistance requires a public hearing to be held on the
recommended LLEBG expenditure plan, prior to receiving the grant award funds.
On December 11, 2001, the Council appointed the LLEBG Advisory Board in accordance with
the requirements of the Federal Omnibus Appropriations Act (Public Law 104-34). As with
previous law enforcement block grants, the Advisory Board has been tasked with an advisory
recommendation, based on expenditures proposed by the Chief of Police, in accordance with the
provisions of the law. The recommendations are to fund equipment and associated training to
expand and/or upgrade existing technology to enhance public safety services.
While the technology related enhancements will be more specifically identified after further staff
evaluation with input from Information Technology staff, the areas of focus include: (1) Replacing
the electronic staff schedule program, which was developed and is currently supported by a senior
citizen police volunteer, with an electronic scheduling software program designed specifically for
shift-work in a 24/7 work environment to include software support from the licensed software
vendor, (2) Expand the paperless records management system, which includes electronic filing of
reports to the District Attorney's Office, by adding additional user client software licenses to allow a
greater number of police personnel to concurrently access the police records system, and; (3)
Purchase less-lethal weapons for patrol officers including ammunition and training.
It is important to note that the Federal Bureau of Justice Assistance LLEBG program total
funding allocations have been consistently reduced each year. For example the total LLEBG
program allocation in 2003 was $260 million and the 2004 allocation is $115 million.

Consequently, this reduces the eligible funding amount that the San Luis Obispo Police
Department can apply for. This downward funding trend is illustrated below with SLOPD's
historical LLEBG funding eligibility amounts:

In recognizing this downward funding trend, the 2004-05 LLEBG expenditure plan was
developed with the goal of improving and/or expanding existing core public safety services that
are currently underfunded in the Police Department budget, without adding new systems or
programs, and while minimizing the potential for on-going impacts to the City.
Because the law requires a public hearing be held within a specific time period prior to receiving the
grant funds, this item is being presented to Council at this time.

The approval of the 2004/05 Local Law Enforcement Block Grant funds requires a City match of
$1,089 which is currently available within existing City resources.

RESOLUTION NO. 9268 (2001 series)
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SAN LUIS OBISPO APPOINTING MEMBERS TO LOCAL LAW
ENFORCEMENT BLOCK GRANTS PROGRAM ADVISORY BOARD
WHEREAS,the Federal Omnibus Appropriations Act,Public Law 104-208,provides
funds for implementation of the Local Law Enforcement Block Grants Program to be administered
by the Bureau of Justice Assistance(BJA),U.S.Department of Justice;and
WHEREAS,the Local Law Enforcement Block Grants Program is to provide units of local
government with funds to underwrite projects to reduce crime and improve public safety, and
WHEREAS,aspart of the application process, a 1996 resolution number 8604 appointed
an advisory board to review the application for-funding, and make non-binding recommendations
for the use of funds by the City of San Luis Obispo; and
WHEREAS,that 1996 resolution number 8604 is hereby rescinded and replaced by this
resolution; and
WHEREAS,the advisory board must include representatives from at least: the local law
enforcement agency, the local prosecutor's office,the local court system,the local public school
system,and a local nonprofit group active in crime prevention or drug use prevention or treatment;
NOW,THEREFORE,BE IT RESOLVED, that the City Council of the City of San Luis
Obispo hereby appoints the following representatives to the Local Law Enforcement Block Grants
Program Advisory Board for the City of San Luis Obispo:
Local Law Enforcement Agency=Captain Dan Blanke
Local Prosecutor's Office—District Attorney Gerald Shea
Local Court System—Juvenile Justice Commissioner Jim Brabeck
Local School System—Superintendent Steven Ladd
Local Nonprofit Group—Frank Warren,Friday Night Live

APPROVING AN EXPENDITURE OF 2004/05 LOCAL LAW ENFORCEMENT GRANT
FUNDS AND APPROVING A CITY MATCH FROM THE GENERAL FUND
WHEREAS, the Federal Omnibus Appropriations Act, Public Law 104-208, provides funds for
implementation of the Local Law Enforcement Block Grants Program to be administered by the Bureau
of Justice Assistance(BJA),U.S. Department of Justice; and
WHEREAS,the City of San Luis Obispo is eligible to apply for the amount of $9,800 from the
Local Law Enforcement Block Grants Program; and
WHEREAS, as part of the application process, an advisory board was established to review the
funding recommendations,and has provided non-binding counsel for the use of funds by the City of San
Luis Obispo;and
WHEREAS, a public hearing was held on October 5, 2004, to receive public input on the
recommended 2004/05 Local Law Enforcement Block Grant expenditure plan;
NOW, BE IT RESOLVED, that the City Council of the City of San Luis Obispo approves the
expenditure of $9,800 of Local Law Enforcement Block Grant funds for technology, equipment and
training to enhance public safety services and approves the appropriation of required matching funds in
the amount of$1,089 from the General Fund, and designates the Police Administrative Analyst as the
grant Program Contact authorized to complete the Local Law Enforcement Block Grant on-line grant
reports and processes to meet grant requirements and authorizes the Chief of Police to execute all grant
related documents.
