SUBJECT: DRAFT MARGARITA AREA SPECIFIC PLAN AND FINAL
PROGRAM ENVIRONMENTAL IMPACT REPORT
CAO RECOMMENDATION
1) Discuss the draft Margarita Area Specific Plan and Final Program Environmental Impact
Report (EIR), receive public testimony, and provide direction to staff, as appropriate and
continue the public hearing to October 12, 2004.
2) As recommended by the Planning Commission, in a future hearing, certify the EIR and
approve the plan, with Council amendments as appropriate.
DISCUSSION
If the Council continues discussion of the issues related to Margarita area land use and circulation to
the October 5 meeting from the September 28 meeting, the Council Agenda Report from the
September 28 meeting will be used. If any additional information is requested by the Council, that
information will be made available as soon after the 28 h meeting as possible..
FISCAL IMPACT
When the General Plan was prepared, it was accompanied by a fiscal impact analysis, which
found that overall the General Plan was fiscally balanced. Adoption of this specific plan will not
significantly alter revenues since it conforms to the adopted General Plan. To the extent that the
housing component of the Specific Plan is somewhat smaller than proposed in the General Plan
and housing is generally assumed to be a net fiscal liability for City revenues, this plan may have
less fiscal impact than anticipated.
ALTERNATIVES
Because no final action is being proposed for this meeting, no alternative actions are being
suggested.
