SUBJECT: VICE MAYOR APPOINTMENT FOR 2005
CAO RECOMMENDATION:
Appoint Council Member John Ewan as Vice Mayor to serve a one-year term commencing upon
appointment.
DISCUSSION
Council Policies and Procedures provide for appointment of the Vice Mayor in December and
that the appointment shall be for a one-year term on a rotational basis, the appointment going to
the next senior member. In addition, Section 408 of the City's Charter states:
The Council shall elect one of its members to be the Vice Mayor. During the temporary
absence or disability of the Mayor, the Vice Mayor shall act as Mayor Pro Tempore...In
case of vacancy in the office of Mayor, the Vice Mayor shall act as Mayor until such
vacancy can be filled as provided in this Charter.
A review of the past six years indicates that Council Member John Ewan is next in line for the
opportunity to serve as Vice Mayor.
Council Member Romero served in 1999
Council Member Schwartz served in 2000
Council Member Ewan served in 2001
Council Member Marx served in 2002
Council Member Mulholland served in 2003
Council Member Schwartz served in 2004
Looking to the future, the rotation would suggest that Council Member Settle would serve in
2006 and Council Member Christine Mulholland in 2007.

Honorable Mayor& City Council Members
In honor of Ken Schwartz's retirement from service to the City, we the
undersigned members of the community would like to request that the San
Luis Obispo City Council declare a special day in Ken's honor.
We feel it is appropriate and fitting that Ken be recognized for the 50 years
of unselfish contributions he has made to the quality of life that we all enjoy
here in San Luis Obispo.
As a Planning Commissioner, Mayor,Council Member and private citizen,
Ken has contributed immeasurably to what has become one of the finest,
most beautiful communities in the Western United States. His progressive
vision for the future of San Luis Obispo has given form to so much that we
take for granted today that it is difficult to imagine our community any
differently.
Ken has made a very special and lasting contribution to the history of our
community and to its improvement over the years. His efforts to improve
the downtown, to the building of Mission Plaza,to planning the future of
downtown,and to the preservation and well-being of the historic and
cultural core of the community leave us with a great legacy.
Please join us in showing our appreciation for Ken's contributions by
declaring Friday,January 14th "Kenneth Schwartz Appreciation Day."
