" CAO RECOMMENDATION: By Motion, Approve the Award to, and Authorize the Mayor to Execute a Contract with R. Burke Corporation, in the Amount of $204,205. 00 for "Bike Lane/Street Resurfacing Project, Santa Rosa and Santa Barbara Streets, City Plan No. S-41A" . DISCUSSION: On February 16, 1993, the City Council authorized staff to advertise the Bike Lane and Street Resurfacing Project for Santa Rosa and Santa Barbara Streets. The project includes the resurfacing and restriping of the two streets which also provide for bike lanes. The project was delayed briefly after Council authorization while the City waited for the completion of the encroachment permit from Caltrans for the work on Santa Rosa Street. At the time the project was advertised, a water seepage problem on Santa Barbara was identified, which if left unchecked, could result in a hazard to cyclists. It was decided to add a strip drain which would collect the seepage. The cost was estimated at $35, 000. This placed the cost over the original amount requested from Council and thus necessitates additional Council review. FISCAL IMPACT: The original Engineer's estimate was $187, 960. The revised Engineer's estimate, including the cost of the strip drain, was $222,560. The low bid amount was $204,205. Santa Rosa: The 1991-1993 Capital Improvement Plan identifies $400, 000 for bikeway improvement projects, of which $280, 000 is budgeted for bike lanes and bike lane improvements. The Bike Committee Report allocated $90, 000 to be spent on Santa Rosa Street. On September 1, 1992, Council authorized the mayor to sign a Cooperative Agreement with Caltrans in which. Caltrans agrees to participate in the cost of improvements on Santa Rosa Street up to a maximum of $48 ,400. Thus total funding available for Santa Rosa is $138,400. Santa Barbara: The resurfacing and striping of Santa Barbara is to be paid from: (1) the 192-193 Street Reconstruction Project; and (2) funds from the I��II���►i�f�llllllllllp1 IIIIIII city of san 1ws oBispo - COUNCIL AGENDA REPORT State-Local Transportation Partnership Program (SB300) estimated to be $25, 000. The FY 1992-93 CIP Budget identified $700,000 for Street Reconstruction and Resurfacing (page E-8 of the FY 1991-93 Financial Plan) . The current balance is $621, 200, less $454,900 allocated for the Grand Avenue median and resurfacing project, leaving $166, 300 available. The City has applied for the SB 300 funds of $25, 000. Thus total funding available for Santa Barbara is $191,300.
