SUBJECT: Expansion.of County Airport water service area for fire protection.
CAO RECOMMENDATION:
By motion, approve the County's request to serve the proposed 3.56 acre hanger site with
water for fire protection purposes only, and authorize Mayor to execute Amendment 3 to
the Sewer and Water Agreement between the City of San Luis Obispo and the County of
San Luis Obispo.
BACKGROUND:
On November 7, 1977, the City and County executed an agreement for water and sewer
service to the San Luis Obispo County Airport. The original agreement was for a service
area of approximately 24 acres. Under the agreement, the water and sewer system serves
the airport for airport related facilities only. Such facilities include the terminal, passenger
facilities, restaurant, the control tower, aircraft maintenance and repair shops, hangers, and
airport offices. Services to facilities and to uses unrelated to airport operations are expressly
prohibited without City consent. Service to this area was deemed appropriate since the
airport,provided a valuable service to the City. The airport facilities could not operate at
current service levels without sewer and water service from the City.
On April 26, 1988, Amendment #1 was approved, initiating an industrial wastewater
pretreatment program.
On July 19, 1988, Amendment #2 was approved. This amendment expanded the service
area by approximately 7 acres and limited water consumption for the entire area served.
Water consumption was limited by a sliding scale which allowed for gradual development.
The current proposal for new development involves the construction of additional aircraft
storage facilities. It is necessary that these buildings be provided with adequate fire
protection.

DISCUSSION:
The County is requesting service expansion for fire protection purposes only, resulting in no
additional water use or allocation. Water use at the County Airport has been consistently
below their allocation as specified in Amendment #2. The County has been in compliance
with all aspects of the agreement as amended. Water from the pressurized system
eliminates the need for the County to construct a 75,000 gallon water storage facility for fire
protection. An onsite well will be utilized to serve the proposed airplane hangers with water
for domestic purposes.
ALTERNATIVE:
Deny the request. This would force the County to build a 75,000 gallon storage facility for
the protection of the proposed hanger facilities.
FISCAL IMPACT:
There will be no fiscal impact associated with this project. All costs associated with the
connection and construction of the proposed facilities will be paid for by County.

AMENDMENT #3 TO SEWER AND WATER AGREEMENT BETWEEN
CITY OF SAN LUIS OBISPO AND COUNTY OF SAN LUIS OBISPO
This third Amendment to Agreement is entered into this
day of , 1993, between the City of San Luis Obispo,
hereinafter called "CITY" and County of San Luis Obispo,
hereinafter called "COUNTY. "
RECITALS
WHEREAS, CITY owns and operates a water and wastewater system;
and
WHEREAS, COUNTY currently utilizes this water and wastewater
system for San Luis Obispo County Airport pursuant to a Sewer and
Water Agreement between the CITY and COUNTY dated November 7, 1977;
and
WHEREAS, Sewer and Water Agreement between CITY and COUNTY was
Amended by Amendment No. 1 on April 26, 1988 and. Amendment .No. 2 on
July .19, 1988; and
WHEREAS, the COUNTY desires to expand the Water service area
by 3.56 acres for fire protection only of new aircraft hanger
facilities directly related to airport operations.
NOW THEREFORE, in consideration of the following terms and
conditions, CITY and COUNTY agree to amend various sections of the
Sewer and Water Agreement as follows:
2 . (Under "CITY AGREES TO: is amended to include a.

revised Exhibit A-A which includes the additional 3.56 acre area -
designated as area "R", which will be served only with water for
fire protection purposes for aircraft hanger facilities directly
related to airport operations.
5. (Under "COUNTY AGREES TO: ") is amended to include the
revised Exhibit .A-A. t
7. (Under "COUNTY AGREES TO:") is amended to include the
revised Exhibit A-A.
IN WITNESS THEREOF, the parties hereto have executed this
Third Amendment to Agreement on the date shown above.
