SUBJECT: Cities Allied with Prisons
CAO RECOMMENDATION: Approve co-hosting the Association of California Cities Allied
with Prisons Fall Conference to be held in San Luis Obispo September 15-17, 1993.
DISCUSSION:
Background
The Association of California Cities Allied with Prisons (ACCAP) is made up of
representatives of 20 California cities which have state prisons located within their
boundaries or in close proximity. -San Luis Obispo is a member based on the location of
the California Men's Colony (CMC) located five miles north of the city of San Luis Obispo.
Member cities meet semi-annually with representatives of the California Department of
Corrections (CDC) to review correctional impacts on their communities. This regular and
ongoing dialogue facilitates improved relations by fostering communications between the
CDC and their host cities.
The previous conference was held in the city of Soledad near the California Correctional
Training Facility. Delegates to that conference were asked to indicate a preference for their
next meeting site. According to ACCAP staff, San Luis Obispo was cited as the city most
ACCAP members would like to travel to for their next meeting.
The Proposed Conference
ACCAP staff envision activities at the conference over a three day period. Delegates arrive
on Wednesday evening in their own transportation, typically personal automobiles.
Reservations are made at a headquarters hotel by ACCAP. The Embassy Suites in San Luis
Obispo has been selected by ACCAP with the assistance of the County Visitors and
Conference Bureau. Delegates are responsible for all of their own expenses and
transportation. A hosted reception may be held that evening by the host City and
correctional facility or community organization.
On Thursday morning, delegates will travel to the California Men's Colony for a facility
tour. CMC staff will conduct a tour and answer questions. Lunch will be served at the
CMC and paid for by the delegates. Following the tour and lunch, delegates will hold
meeting sessions. At 5 p.m. they will return to the Embassy Suites for refreshment and a
banquet, either at the Embassy.Suites or at another location to be determined by ACCAP.
The nearby Madonna Inn has been considered, for example.

Friday morning begins with continued conference proceedings at 9 a.m. The conference is
scheduled to conclude by noon on Friday and delegates will return to home cities.

The Ci s Role
Cities typically co-host conferences along with the correctional facility in or near their city.
The City may choose to co-sponsor a reception for some 50 expected delegates on the
evening of September 15. ACCAP staff advises that other cities have typically co-hosted this
reception in conjunction with a community organization such as a Chamber of Commerce,
or with the nearby correctional facility. In Soledad, the City and Chamber co-hosted a wine
tasting. Although no specific commitment to an event has been made, staff recommends
that some form of hospitality can be extended to delegates on arrival, with funding to be
provided from existing budget resources.
The City is being requested to .provide one staff person to take the minutes of the
conference proceedings and provide a copy to ACCAP. The City Clerk's Office has
tentatively agreed to provide clerical staffing for 1.5 days (all day Thursday, September 16,
and half of Friday, September 17). Although the Administration Department will provide
liaison to ACCAP staff prior to the conference, no other staff commitment is required.
CONCURRENCES
Both the City Administrative Officer and the City Clerk have concurred with the request for
staff support prior to and during the conference.
FISCAL IMPACT
The City of San.Luis Obispo is being asked to bear the cost of one clerical staff person for
1.5 days and additional modest costs for the welcoming reception. These costs will be more
than offset by the revenue generated from local hotel and restaurant business stimulated by
the conference..
