No. 93- 13, ' authorize solicitation of bids and contract award by the CAO, if the lowest responsible bid is within staff cost estimate. DISCUSSION: The City of San Luis Obispo Wastewater Treatment Facility is required by the RWQCB and EPA to monitor the quality of the wastewater effluent, receiving waters and wastewater sludge. Monitoring frequencies, sample sites and discharge requirements,are all outlined in the City's - NPDES permit. The Water Reclamation Facility laboratory performs much of the required testing. However, particular analyses require specialized equipment and training which is currently beyond the scope of the City's laboratory. In the past, the City Water Reclamation i Facility biennially contracted with analytical laboratories to perform these analyses. A similar contractual agreement is again required for fiscal years 1993-1995. Over the past several years, the City has established a mailing list of competitive bidders for laboratory analyses. This list was made up of a number of water/wastewater analytical laboratories that were certified to perform the required analyses. Requests for Bids were sent to each laboratory. , All laboratory service providers must use methods for water/wastewater analyses approved by State and Federal regulatory agencies. In addition, laboratory service vendors are required to comply with various City mandated performance standards, outlined in the attached "Special Terms and Conditions," "Specifications," "Insurance Requirements for Consultants" and "General Bid Terms and Conditions." ��++�i�Hllullllll�pn ���`I MY Of-San LUIS OBISPO COUNCIL AGENDA REPORT Wastewater Treatment Laboratory Analyses Invitation for Bids Page 2 FISCAL EMPACT: The estimated cost for outside laboratory services in FYs 93-95, is $52,000 per year, for a total of$104,000 for the two-year period. Prior expenditures for outside laboratory services in FYs 1991/1993 were $84,000. Funding for these services is from the Sewer Fund. Annual funding of$52,000 for Water Reclamation Facility Laboratory Services, has been requested in the 93-95 Financial Plan. The existing contract for lab services expires June 30, 1993. Staff is requesting authorization to advertise for bids now, so that if funding is approved for this work in the 93-95 Financial Plan, a contract can be awarded at that time. This request follows the Purchasing Control Procedures, Section 207-C, Formal Contract Purchases (Greater than $10,000). ALTERNATIVES: Council may wish to direct staff to purchase the necessary equipment and hire additional personnel to perform the required laboratory, analyses. Staff has previously investigated this option and has found it not to be cost effective. In addition, the City does not have the necessary laboratory certification to perform the work.
