Subject: Final passage of an ordinance rezoning property at the corner of Broad and
Santa Barbara streets from C-S to PF to allow for the siting of a new fire
station (GP/R 45-93).
CAO RECOMMENDATION
Grant final passage to the attached ordinance to rezone 2160 Santa Barbara Street from
Service-Commercial (C-S) to Public Facility (PF).
DISCUSSION
Data Summary
Owner: Southern California Gas Company

General Plan Designation: Service-Commercial / Light-Industrial
Zoning: C-S
Environmental Status: The Director approved a mitigated negative declaration of
environmental impact on April 15, 1993.
Action Deadline: None required by State law for a legislative act.
Background
The Council introduced this ordinance, as recommended by staff and the Planning
Commission,at its May 18 hearing. The ordinance addresses rezoning only. Project specific
review by both the Planning Commission and the Architectural Review Commission will be
required to evaluate site planning, building design, and circulation and access issues.
Additional environmental review will include a traffic study to allow for more detailed
evaluation of traffic impacts on the the adjacent intersection, and to better assess options
for providing a connection across the railroad tracks to Bishop Street.
ALTERNATIVES
The Council may deny the ordinance or continue action with direction to staff.

AN ORDINANCE OF THE SAN LUIS OBISPO CITY COUNCIL
AMENDING THE ZONING MAP
TO CHANGE THE DESIGNATION FROM C-S TO PF
AT 2160 SANTA BARBARA STREET
WHEREAS, the Planning Commission and the City Council have held public
hearings to consider appropriate zoning for the site in accordance with the California
Government Code; and
WHEREAS,the potential environmental impacts of the proposed rezoning have been
evaluated in accordance with the California Environmental Quality Act and the City's
Environmental Guidelines;
NOW, THEREFORE, the Council resolves as follows:
SECTION 1. Finding. The proposed rezoning is consistent with general plan policies
related to the location of public facilities, and promotes the public health, safety, and
general welfare.
SECTION 2. Environmental Determination. An initial study concludes that, with
mitigation, the rezoning will not have any significant adverse impacts on the environment
(ER 45-93). The Council hereby approves a mitigated negative declaration.
SECTION 3: Rezoning Approval. The Council approves application No. GP/R 45-
93, thereby amending the Official Zoning Map designation for the site from Service-
Commercial (C-S) to Public Facility (PF), as shown on and described by attached Exhibit
A.
SECTION 4. Publication. A summary of this ordinance, together with the names
of Council members voting for and against, shall be published at least 5 days prior to its
final passage, in the Telegram-Tribune, a newspaper published and circulated in this city.
This ordinance shall go into effect at the expiration of thirty(30) days after its final passage.
