SUBJECT: Nomination of 1105 George Street to the Master List of Historic Resources.
CAO RECOMMENDATION: Adopt a resolution adding the property to the Master List.
ADVISORY BODY RECOMMENDATION
At its February 22, 1993 meeting, the Cultural Heritage Committee nominated the house at 1105
George Street to be added to the Master List of Historic Resources on a 4:2 vote of the six
members present (Mr. Lewis absent).
SITUATION
The City's Historical Preservation Program Guidelines include policies and procedures for
adding properties to the Master List of Historic Resources (Appendix C, attached). The
property owner, Devin Gallagher, has applied for nomination of his property at 1105 George
Street to the Master List, and has submitted documentation as to the property's age and basis
for historical designation. The Cultural Heritage Committee (CHC) reviewed the application
and supporting materials, and determined that the property met the City's historical nomination
criteria (minutes attached). The City Council decides whether to add the property to the Master
List based on the CHC's recommendation, public testimony, and application materials.

DISCUSSION
The owner estimates that the house was built before 1906. The Sanborn Map shows two
dwellings and a garage on this site in 1926. The 1903 Sanborn map does not show any
structures on this site. The house was recently renovated, and the new work generally follows
the house's original design and character. A detailed description of the property, including
historical data and photos, is attached.

HISTORICAL SIGNIFICANCE
According to CHC member Dan Krieger, the house typifies the modest, turn-of-the-century,
family home in San Luis Obispo. Photographs show that this is one of the earliest houses
built on Terrace Hill, overlooking the City's historic railroad yard. The house's history is
closely linked with the Railroad, and one family member who resided in the house worked
for Southern Pacific Railroad for 47 years. It was noted during the CHC review that the
house's remodel did not follow the original materials exactly;however the majority felt that
the new work enhanced the house's and the neighborhood's historical character, and was
sufficiently close to the original to qualify for nomination. Committe members felt that the
house merited a"number 5" historical rating— that is, not eligible for the National Register,
but historically significant locally due to its relationship to the railroad.
ALTERNATIVES
1. Adopt resolution adding 1105 George Street to the Master List of Historical
Resources based on the attached historical documentation and upon appropriate
findings..
2. Do not add 1105 George Street to the Master List of Historic Resources if the City
Council determines that the project is not consistent with Historic Preservation
Program Guidelines.
3. Continue the item for additional information or study, and specify the
the additional information or analysis needed.

RESOLUTION NO. (1993 SERIES)
A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS OBISPO
AMENDING THE MASTER LIST OF HISTORIC RESOURCES TO
ADD A HOUSE LOCATED AT 1105 GEORGE STREET.
WHEREAS, in 1983 the City.Council adopted Resolution No. 5197 establishing the
"Master List of Historic Resources", along with procedures for adding properties to the listing;
and
WHEREAS, on February 22, 1993 "the Cultural Heritage Committee reviewed the
historical documentation on 1105 George Street, and nominated the property for inclusion on the
Master List of Historic.Resources; and
WHEREAS, this City Council considered the nomination during a public hearing on June
1, 1993 pursuant to historic preservation guidelines established by Council Resolution No. 6157
(1987 Series); and
NOW THEREFORE BE IT RESOLVED by the Council of the City of San Luis
Obispo that based on the Cultural Heritage Committee's recommendation, historical
documentation as described in Exhibits B and C, the staff report, public testimony, and on the
.City's Historical Preservation.Program Guidelines the following:
SECTION. 1. Addition to Master List of Historic Resources. The house located at 1105
George Street is hereby added to the Master List of Historic Resources as a Type #5 property
because it meets the following national register criteria:
A. Itis associated with events that have made a significant contribution to the broad
patterns of the City's history.
B. It is of symbolic importance to the community, representing the significant role
played by the railroad in the growth and development of the City of San Luis
Obispo.
C. It represents a modest, tum-of-the-century family home in San Luis Obispo.

Dear Members of Cultural Heritage Committee:
We would like to have our house at 1105 George Street added to the City's Master List of Historic Structures.
The structure is one of the first homes constructed on Terrace Hill(Buena Vista Terrace)during the"Railroad Boom"
era of 1901-1907. The exact date of construction is unknown. The previous owner indicated that it was originally
built and owned by a engineer working for the Southern Pacific Railroad.From the attached photograph(the center
of a three photograph panorama of San Luis Obispo taken from Terrace Hill; before the Ramona Hotel fire.and
during the construction of the High School)we can surmise that the structure was in use before 1906.
The property was purchased in August 1989 and the interior and exterior were completely renovated. When the
building was purchased it was in shambles and a eyesore to the community.Potential buyers proposed to demolish_ _
the structure and replace it with mule-unit housing. All of the renovation work was done to match the existing
structure. Unfortunately; the windows were completely rotted and had to be replaced. The original wood sash
windows were replaced with unobtrusive bronzed aluminum framed windows that draw ones attention to the
importance of the buildings architectural style and trim without compromising modern needs of energy efficiency and
conservation.The original redwood siding was stripped,sanded and repainted. Where the original siding was badly
damaged,it was replaced with new redwood siding milled to the exact dimensions as the original. A new porch was
added to the structure in keeping with the traditional turn of the century style. A two car garage, earthquake
protection improvements and a new foundation are currently being added to the structure and are in keeping with the
original character of the home and period.The renovated Victorian style structure is cape cod gray with dusty rose and
burgundy accents and was recognized in 1990 with the Obispo Beautiful Associations' Award of Commendation.
This building is important to the San Luis Obispo community for the significant historic event and the architectural
style that it celebrates- So much of San Luis Obispo County's early Anglo-American history involved the
promotion of the railroad through the region.For example,Myron Angel is today best known as the founder of what
has become Cal Poly. However,in the late 1890's he was an untiring promoter of the Southern Pacific Railroad. .
With the advent of the Southern Pacific Railroad began a chain of events that refocused the City on the"Railroad
District"as the opperative center of San Luis Obispo. Many buildings were built or relocated to service the needs of
the railroad and its workers. Hotels such as the Ramona and Park were built to accomodate tourism and business.
Residential structures were converted to boarding houses, rooming houses and sanitariums. This one significant
event dramaticly changed the history of San Luis Obispo and that change lasted well through_ the war years and
essentually unabated until the advent of the automobile.
e structure at 1105 George Street was one of many custom homes built in what was-probably San Luis Obispo's

The building is an good example of a working man's home of the late 1890's early 1900's. It was conveniently
located to the owners place'of employment•and to this day the railroad engineers park the train only oneblock away.
The land on Terrace Hill was subdivided in anticipation of.the railroad. It is significant in its age(pre- 1905)and its
relationship to the railroad and the significant impact the railroads had in San Luis Obispo's early Anglo-American
history.
The structure at 1105 George Street may not be Spg most important structure in the"Railroad District" but it is a
landmark example of the early_railroad period. As such we believe that it merits the recognition and protection of
historic designation.

2. Discussion of the Historical Importance of Pro_ perty at 1105 George Street. Devin
Gallagher, property owner; R-2 zone.
Devin Gallagher, 1105 George Street, stated the house was built in the early 1900s, and ,
explained its importance in the history of the City and its relationship to the development of the
railroad. He reviewed the painstaking rehabilitation process which was recently completed, and
shared a 1905 photograph of the City showing the house in its current location.
Chairman Michael complemented Mr. Gallagher on his information packet; and felt it was a
helpful presentation.
Dan Krieger stated that he had worked with Mr. Gallagher on researching the history of the of
old Telegram.Tribune building, located on Santa Barbara Street, in conjunction with its proposed
rehabilitation. He described the role of the railroad in the development of city neighborhoods
and key historical figures involved. He considered the house to be culturally and historically
significant primarily because of its siting and context, and would give it a ranking of "5" in
terms of historical significance. It is an example of an turn-of-the-century, modest San Luis
Obispo family home. He added that Tom Hunt; who lives on Church Street, has information
on the family that lived in the house, and that a family member had worked for Southern Pacific
Railroad for 47 years. He felt Devin had turned the house into a "living resource" which was
very light and airy.
Denise Fourie complimented the remodel, but would have liked to see greater attention paid to
original architectural detail. For example, she felt the metal windows detract from and change
the character of the house; and the roof treatment is of secondary concern. More attention to
the neighborhood architectural character is needed in inventorying city historic resources.
Virginia Wood said that the committee should follow the Historic Program Guidelines when
recommending to the City Council properties to be added to the Master List of Historic
Resources.
Mr. Gallagher responded to CHC comments, noting that the metal windows were part of an
earlier restoration effort, and were a mistake. He said there are more properties in the
neighborhood which should be recognized as historically significant.
Chairman Michael supported adding the property to the Master List. He doesn't support the
metal windows, but applauds the restoration.efforts that were made.
Leo Pinard suggested that the item be continued.

Mr. Gallagher clarified National Register rankings compared with the City's thresholds of
historic significance. He needed the assistance of the historic building code to continue efforts
to upgrade and restore the house.
Wendy Waldron felt it was the committee's responsibility to help protect historic resources, and
made a motion to recommend to the City Council that house at 1105 George Street be added to
the Master List at a number 5 National Register rating — that is, not eligible for the National
Register but historically significant locally due to its relationship to the railroad.
Mr. Krieger seconded the motion, explaining as a basis for nomination that in the absence of
an historic district in this area, nomination recognized that this is one of several homes in the
Terrace Hill neighborhood that represents the historical matrix of transportation development in
San Luis Obispo.

public counter.
3. Nomination of the Old Sou rn Pacific Railroad Water Tower to the Master Lit ci
k Historic Resources; City of San uis Obispo, property owner, C/OS zone.
Pam Ricci introduced the item, expl ' g that staff intended to apply for a grant to restore the
old water tower; and was asking th ommittee to consider nominating the tower to the Master
List of Historic Resources.
On a motion by Leo Pinard seconded by Virginia Wood, the committee recommended that the.
City Council add the Old outhern Pacific Railroad Water Tower to the Master List of Historic
Resources.

In response to a question from s. Fourie, Mr. Krieger noted that there four similar structures
in the same coastline rail co 'dor in: Roseland, Oregon; Roseville, California; Pajaro,
California; and in Chualar, Calif ia.
APPENDIX C. Procedures for adding properties to the
Master List of Historical Resources.
1. Who Can Annly.
Any person may request that a property be added to the Master List of Historical
Resources. The Cultural Heritage Committee, Architectural Review Commission, Planning
Commission or the City Council may also initiate an application.
2. Where and How to Aonly.
A standard application form must be completed and submitted to the Community
Development Department. The form must be accompanied by all available information
that documents the historical importance and architectural character of the building
or site.
There is no fee for applying for Historical Resource designations.
For information about data sources and help with preparing an application, contact the
Cultural Heritage Committee.
3. Actions by the Cultural Herita¢e Committee.
The Cultural Heritage Committee (CHC) will review the application and decide whether
it merits consideration. If the CHC finds that an application merits consideration, a
public hearing will be scheduled and the applicant will be notified.
The time, date and place of the public hearing will be advertised in the Telegram
Tribune newspaper: At the public hearing, or in no case more than 60 days from the
hearing date, the CHC will recommend that the property be added or not added to the
Master List of Historical Resources. When evaluating an application, the CHC will use
the attached criteria.
4. Actions by the City Council.
Within sixty days from the CHC action on an application, the. City Council will decide
if the property should be added to the Master List of Historical Resources. These.
decisions will be made at an advertised public hearing. The applicant will be
notified of the hearing date.
In making these decisions, the City Council will consider the CHC's recommendations,
public testimony and application materials. The action of the City Council is final.
If the City Council approves the addition of a property to the Master List of
Historical Resources, the City Clerk will send the applicant:a:copy of the council
resolution that affirms this action.

Describes form of building such as size, structural shape and details within
that form (i.e., arrangement of windows and doors, ornamentation, etc.)
Building style will be evaluated as a measure of:
1. The. relative purity of a traditional style (as compared to building styles
in San Luis Obispo);
2. Rarity of existence at any time in the locale; and/or current rarity
although the structure reflects a once popular style;
3. Traditional, vernacular and/or eclectic influences that represent a
particular social milieu and period of the community; and/or the uniqueness
of hybrid styles and how these styles are put together.
4. The degree to which the structure has maintained its integrity (i.e.,
assessment of alterations and structural condition, if known).
II Design
Describes the architectural concept of a structure and the quality of artistic
merit and craftmanship of the individual parts. Reflects how well a particular
style or combination of styles are expressed through compatibility and detailing
of elements. Also, suggests degree to which the architect (i.e.,
carpenter-builder) accurately interpreted and conveyed the style(s).
Building design will be evaluated as a measure of:
/ I. Notable attractiveness with aesthetic appeal because of its uniqueness,
artistic merit, details and craftsmanship;
2. Overall attractiveness because of craftsmanship and aesthetic value, though
not necessarily unique;
✓ 3. An expression of interesting details and eclecticism among
carpenter-builders, although the craftsmanship and artistic quality may.not
be superior.

XII. Age
Age is a measure of how relatively old a structure is in the context of the
history of San Luis Obispo, primarily Anglo-American history (circa 1850). (See
Scale of Building Age).
CRITERIA FOR BUILDING EVALUATIONS
IV. Architect
Describes the professional (an individual or firm) directly responsible for the
building design and plans of the structure.
The architect will be evaluated as a reference to:
1. A master architect (e.g., Wright).
2. A known architect who made significant contributions to the state or region.
(e.g., Julia Morgan).
3. An architect who, in terms of craftsmanship, mad a significant contributions
to San Luis Obispo (e.g., Abrahams who, according to local sources,
designed the house at 810 Osos - Frank Avila's father's home - built
between 1927 - 30).
- 4. An early architect who is otherwise of no special significance but can be
identified as a professional (e.g., pioneer architects of the region as
— confirmed by AIA archival membership records of California.and the Central
/ Coast).
Y V. Environmental Design Continuitv
Describes the inter-relationship of structures and their relationship to a
common environment. Refers to the continuity, spatial relationship, and visual
character of a street, neighborhood, or area.
Environmental design continuity will be evaluated as a measure of the:
1. Symbolic importance of a structure to the community and the degree to which
it serves as a conspicuous and pivotal landmark (i.e., easily accessible to
the public, helps to establish a sense of time and place).
2. Compatibility of a structure with neighboring structures in its setting on
the basis of period, style (form, height, roof lines), design elements,
landscapes, and natural features; and how these combine together to create
an integral cultural,.historic, or stylistic setting.
3. Similarity to and/or compatibility of a structure with its neighboring
structures which, collectively; although of no particular aesthetic value,
`I combine to form a geographically definable area with its own distinctive
character.

HISTORICAL CRITERIA
VI. History Person
Describes a person, group, organization, or institution that has been connected
with the structure, either intimately or secondarily, for at least two
generations (i.e., 40 years).
Historical person will be evaluated as a measure of the degree to which a person
or group was:
1. Significant to the community as a public leader (i.e., mayor, congressman,
etc.) or for his or her fame and outstanding recognition - locally,
regionally, or nationally.
2. Significant to the community as a public servant who has made early,
unique, or outstanding contributions to important local affairs or
institutions (Le., councilmen, educators, medical professionals,
clergymen, railroad officials).
3. Contributions which, though minor, directly or indirectly, had a beneficial
effect on the community (i.e., firemen; law enforcement officers, postal
workers, businessmen/shopkeepers, city employees, etc.).
VII. History - Event
Associated with a social, political, economic„governmental, educational or
other institutional event that has been important to the community.
Historical event will be evaluated as a measure of:
1. A landmark, famous, or first-of-its-kind event for the city - regardless of
whether the impact of the event spread beyond the city.
2. A relatively unique or interesting contribution to the city (i.e., the Ah
Louis Store as the center for Chinese-American cultural activities in early
San Luis Obispo history).
3. A contribution which, though minor, nonetheless was important to the
community (i.e., local interest groups); or, alternatively, a unique, or
interesting contribution only loosely connected with the structure, object,
site, or district.
VIII. Historv-Context
Associated with and also a prime illustration of predominant patterns of
political, social, economic, cultural, medical, educational, governmental,
military, industrial, or religious history.
Historical context will be evaluated as a measure of the degree to which it
reflects:

historical effects go beyond the city level, that are intimately connected
with the building (i.e., County Museum).
