DISCUSSION: Many of the waterlines in the downtown area are very old and in a deteriorated condition. Frequent breakages disrupt service. These lines are also undersized and do not provide adequate fire flows to meet current standards. The recently completed Higuera Street waterline project upgraded the waterline through the core of the downtown. The proposed project will complete a set of waterline upgrades around the downtown area to further improve fire flows, as recommended in the Downtown Water System Analysis. conducted by Boyle Engineering for the City. As with the Higuera Street project, a number of mitigating measures and requirements will be included to minimize the disruption to business activities. The conditions are designed to ensure that Thursday night activities will not be impacted, and that parking will be maintained to the maximum extent possible.. CONCURRENCE: Staff has discussed .this project with the BIA. Lynn Block of the BIA has reviewed a list of conditions and has concurred. The Community Development Department has determined that this project is categorically exempt from further environmental review.
