Walter, Public Works Director Prepared By: John Webster, Transit Manager SUBJECT: PROPOSITION 111 & CALIFORNIA TRANSIT SECURITY GRANT PROGRAM APPLICATIONS RECOMMENDATIONS 1. Adopt a resolution applying for Proposition 1B Public Transportation Modernization, Improvement, and Service Enhancement Account (PTMISEA) and California Transit Security Grant Program (CTSGP) funds for additional transit capital projects. 2. Approve a budget amendment to include $25,689 in Proposition 1B, PTMISEA funding for bus stop capital improvements once the grant has been acquired. 3. Approve a capital improvement budget amendment to include $4,561 in CTSGP funding once the grant has been acquired for Transit Facility Security Enhancements and authorize the City Manager or her designee to submit necessary paperwork with the San Luis Obispo Council of Governments to use this funding as a local match for a CTSGP discretionary grant in the amount of$60,000. DISCUSSION Background Proposition 1B, the Public Transportation Modernization, Improvement, and Service Enhancement Account (PTMISEA) was passed by California voters in November 2006 to help provide sorely needed funding for various infrastructure improvements. Voters approved $20 billion in bonds which included $1 billion for the California Transit Security Grant Program (CTSGP). The various provisions in the Proposition give both direct and discretionary grants to transit operators in the state. The general direct Proposition 1B annual apportionment for San Luis Obispo is approximately $25,689 for this fiscal year. The City can program this amount for use on eligible capital projects or as match for other funding sources. Staff recommends using this funding to increase the Bus Stop Improvement program which has continual need to replace and upgrade transit infrastructure along the City's routes. Another, smaller direct allocation in the CTSGP Safety and Security program is an allocation of $4,561 which can only be used for SLO Transit security enhancement projects.. The CTSGP projects are administered by the California Emergency Management Agency (Cal-EMA). Staff is proposing to use the small amount of CTSGP funding as a local match to apply for a larger discretionary grant project through the San Luis Obispo Council of Governments (SLOCOG). Due to uncertainties in both federal and state funding, SLO Transit did not program any capital improvement program (CIP) projects in the current two-year Financial Plan. Instead staff has submitted specific projects to Council for programming as funding has become available through C2-1 CAR-SLO Transit Grant Projects Page 2 various grant sources. If approved by Council, projects included in this report will be forwarded to SLOCOG for consideration and Board approval in February 2011. The following describes the recommended projects in more detail. Attachment 2 includes a history of various grants received by the City in the PTMISEA and CTSGP programs. FY 2010-11 Proposition.1B funds=PTNHSEA (local share) Project: Bus Stop Improvements. This project will include bus stop improvements, such as shelters, benches, signs (including electronic models), lighting, and information kiosks. Staff is recommending authorizing the entire $2.5,689 in Proposition 1B direct allocation for bus stop improvements. These improvements will be installed by pursuing one or more individual contracts depending upon the complexity of the project or the need for ARC approval. FY 2010-11 Prop 1B- CTSGP Safety Security (local and discretionary) Project: Transit Facility Security Enhancements. This project proposes to use the annual City apportionment of$4,561 as a local.match in order to leverage discretionary funding administered by SLOCOG for the region wide CTSGP discretionary program. Based upon matching requirements, the City will be applying for use of $55,439 in discretionary funding bringing a total project amount of $60,000 if approved. This project will include safety and security improvements to the existing SLO Transit facility located at 29 Prado Road. These improvements are discussed in the Short Range Transit Plan (2009) and may include: installation of interior/exterior cameras to improve safety monitoring of the-facility, a swipe card access system, installation of an automatic gate, and perimeter fencing improvements. A final project scope will depend upon total grant funding approved::by SLOCOG and staff will return to Council for programming of the grant funds and a final project description once the total grant amount has been determined. If the discretionary grant is not approved by SLOCOG, the $4,561 in local CTSGP funding will likely be held until a future opportunity to leverage discretionary funds becomes available in the next grant funding cycle. FISCAL IMPACT There will be no impact to the City's General Fund as a result of applying or receiving these grant funds. The bus stop improvement project will assist the City in performing some capital upgrades of facilities that would not be possible unless this funding source is used. Additionally, because the CTSGP funding is very specific and can only be used for security enhancements, the use of these funds for the proposed improvements would likely not be done except for. grant receipt. It is anticipated that a small increase in annual operating costs (less than $500) could result from implementation of the security enhancement project however, staff anticipates passing these future costs on to the transit contractor through the next operations contract. The following table provides project detailed funding information. Council could direct staff to consider other projects for Proposition 113 and CTSGP funds. Staff is not recommending this alternative since each of these projects is included in the Short Range Transit Plan and the likelihood of altemative funding for their construction is low. If alternative funding to the proposed grants could not be found these improvements would be deferred indefinitely, not be completed or could only be completed using alternative funding that is currently used for operating assistance. The City Manager or her designee is authorized to execute for and on behalf of the City, a public entity established under the laws of the State of California, any actions necessary in the submittal of this or future applications for the purpose of obtaining financial assistance provided by the Proposition I B, PTMISEA or CTSGP programs administered by the California Emergency Management Agency.
