Walter, Director of Public Work Prepared By: Michael J. McGuire, Engi III MM SUBJECT: WATER TREATMENT PLANT ROOF REPAIRS, SPECIFICATION No. 91003B RECOMMENDATIONS 1. Approve plans and specifications for"Water Treatment Plant Roof Repairs, Specification No. 91003B". 2. Authorize staff to advertise for bids. 3. Authorize the City Manager to award a construction contract if the lowest responsible bid is less than the Engineer's Estimate of$105,000. 4. Approve a Budget Amendment Request to transfer funding from the master account to the project construction account at the time of contract award when project costs are known. DISCUSSION The roofs of the Chemical Feed and Filter Control buildings at the City's Water Treatment Plant are in need of replacement. Both buildings have the original roofs, which are nearly fifty years old. After inspection by a qualified roofing contractor, it was determined that both roofs have deteriorated beyond what continuing maintenance can fix. Replacement is now necessary to prevent potential damage to work spaces below and protect vital water treatment equipment inside the buildings. The work will be scheduled to take place in May, 2011, after the rainy season. CONCURRENCES This project has the concurrence of the Utilities Department and has been determined to be Categorically Exempt from environmental review under the California Environmental Quality Act (CEQA)by the Community Development Department. FISCAL IMPACT The 2009-11 Financial Plan, Appendix B, pages 3-92 to 3-95, identified funding from the Water Fund for various Major Facility Maintenance projects at the City's Water Treatment Plant (WTP). Of this allocation, $150,000 was designated in the 2009-10 fiscal year for repair and replacement of the roofs for the Chemical Feed Building, Filter Control Building and the Ozone Generation Building. Of this roof repair allocation, approximately$98,000 has been used for the repair and replacement of the roof for the Ozone building last year, leaving a balance of approximately $52,000 remaining in the roof repair allocation to support this project for roofing construction on the Chemical Feed and Filter Control buildings. CM Water Treatment Plant Roof Repairs, No.910038 Page 2 While the roof replacement allocation available is $52,000, the remaining available budget in the Water Treatment Plant Major Equipment Maintenance master account is $378,400 for a total available budget of$430,400. This project has been determined by the Utilities Department to have a higher priority than other projects listed in the budget to be constructed this year. Any projects that cannot be funded due to the higher than estimated costs for the roof replacements will be rebudgeted for in the upcoming Financial Plan. A budget amendment request to transfer appropriate funding from the master account to the project specific account will be prepared at time of contract award when project costs are known. The City Council could choose to deny the approval for advertising. Staff does not recommend this alternative. Should the approval to advertise be denied or deferred, roof repairs for the two Water Treatment Plant buildings will be delayed and subject the buildings to water leakage during the next rainy season, resulting in water damage to the building's contents, lost work productivity of the staff and continued use of maintenance staff for repair and cleanup.
