SUBJECT: RECOMMENDATION TO ADD THE PROPERTY LOCATED AT
1028A ISLAY STREET TO THE LIST OF CONTRIBUTING
HISTORIC RESOURCES.
RECOMMENDATION:
As recommended by the Cultural Heritage Committee (CHC), adopt a resolution adding the
property located at 1028A Islay Street to the List of Contributing Historic Resources.

Committee (CHC), nomination to the City t

There are two types of historic resources in <- 2010
yp = Existing House,
San Luis Obispo. Individual buildings that
have significant historic or architectural — --
value are called "Master List Properties". These are the most unique and important historic
resources and merit special recognition and protection. A property may be listed as a Master List
property if it meets any of the criteria in the Historic Preservation Program Guidelines.
The second type of historic resource is the "Contributing Property". A Contributing Property is
defined as "buildings or other resources at least 50 years old that maintain their original or
attained historic and architectural character, and contribute, either by themselves or in
conjunction with other structures, to the unique or historic character of a neighborhood, district,
or to the City as a whole" (City Council Ordinance No. 1557 (2010 Series). While most
Contributing Properties are located within historic districts, the CHC and the City Council have
determined they may be located anywhere in the City if they meet the above criteria.

and 1034 Islay), a detached duplex apartment unit at the rear of the
property (102813 Islay and 1028C Islay), and a garage.

Architectural/Historical Background
The home at 1028A Islay was constructed either in late 1905 or early 1906. The estimated
construction date for the house next door at 1034 Islay is 1903. This home is already on the List
of Contributing Historic Resources. In 1950, apartments 1028 Islay B and 1028 Islay C were
constructed. A bathroom addition and garage were added to the subject property at a later date.
The property is located in the Old Town Historic District, an area of the City that experienced its
peak period of development between 1880 and 1920 and was home to the burgeoning merchant
class in San Luis Obispo that emerged during this time. Predominant architectural features of this
district include gable and hip roof types, highly ornamented roof features, traditional fenestration,
and painted wood surface material. Although many of the buildings were built at separate times,
the pattern, rhythm, and repetition of common design elements or detailing of historic building
fagades along Old Town streets create a prevailing theme and character for the district.

According to the City's historic documentation, the
!\ architectural style of the home at 1028A Islay Street is Neo-
y., _ ;a it `l Classic Rowhouse, an architectural style popular in San Luis
Obispo from 1895 to 1915. The Neo-Classic Rowhouse
displays similarities to preceding popular architectural styles;
Queen Anne Cottage and Classic Box. Prominent
• architectural features include: a one-story house on a raised
foundation; hipped roof with dormer window; flat trim
�- window frames; narrow clapboard siding; front and rear
porches recessed to one side; and a side bay window. The
Neo-Classic Rowhouse is typically a modest architectural
style with comparatively less ornamentation than Victorian
and Queen Anne style homes. Also, although "rowhouse"
r '1 suggests attached units, it is used here to mean detached
Facade ornamentationhouses built side-by-side, in a line.
This property has architectural features characteristic of a Neo-Classic Rowhouse. There is
decorative molding in a starburst design in the pediment above the front porch and Doric
columns enclose the recessed porch. It sits on a raised foundation and has a hipped roof and
narrow clapboard siding with flat trim framing the windows as well as a square bay window on
the street front.
Advisory Body Recommendation
At its December 13, 2010 meeting, the CHC held a public hearing on the property owner's
request to add her residence to the List of Contributing Historic Resources. The Committee voted
4-0 to recommend the City Council designate the property a Contributing Historic Resource
because it is an excellent example of a Neo-Classic Rowhouse that is at least 50 years old, has
retained its original exterior architectural character, and contributes to the historic character of
the neighborhood in which it is located (Attachment 3, CHC Minutes, 12/13/10). The house is
very similar in design to the neighboring house at 1034 Islay, which is on the List of Contributing

Historic Resources. The location of the house is setback approximately 20 feet from the street
yard property line, which follows the traditional neighborhood development pattern.
Effects of Historic Listing
Once properties are added to the Contributing List, they are eligible to receive and display a
historic plaque. Exterior site and building changes are possible, provided that such changes
promote the structure's original architectural style and character. Significant site and architectural
changes are referred to the CHC to determine whether the changes are consistent with City
standards and to meet CEQA requirements.
FISCAL IMPACT
Adding the property to the List of Contributing Historic Resources will have no fiscal impact on
the City.
ALTERNATIVES
1. Continue the item for additional analysis or research. If the Council chooses this
alternative, direction should be given to staff regarding additional information needed to
make a decision on the recommendation.
2. Deny the request to add the property located at 1028A Islay Street to the List of
Contributing Historic.Resources. This alternative is not recommended because the proposed
listing is consistent with Council Ordinance#1557 (2010 Series).

Request for Contributing Property Status
A Contributing Property is defined as a structure"built before 1941 that has retained its
original architectural style and when viewed in the context of its surroundings contributes
to the historic character of the area." (City Council Resolution No. 6424 1988 Series)
This property is located on the 1000 block of Islay; one block south of Mitchell Park and
two blocks north of San Luis Obispo's Train Depot. The building's exact age is
unknown,but is estimated to have been built in late 1905'or early 1906. The house
appears on a 1906 photograph hanging in the librarian's office at the San Luis Obispo
County Historical Museum. The house also appears on the 1909 Sanborn Fire Insurance
Map but is not shown in the 1903-05 map.
The house is a good example of a Neo-Classic Rowhouse, an architectural style popular
in San Luis Obispo from 1895 to 1915. The Neo Classic Rowhouse is typically a modest
architectural style with comparatively less ornamentation and decoration than Victorian
and Queen Anne Style homes. The house does however have some ornamentation along
the front of the house. There is decorative molding in a starburst design in the pediment
above on the front porch and Doric columns enclose the recessed porch. It sits on a raised
foundation and has a hipped roof and narrow clapboard siding with flat trim framing the
windows as well as a square bay window on the street front.
According to the 1914 City Directory the house was occupied by Mr. Edgar H. and Mrs.
Jennie Dowler. Mr. Dowler was listed as a grocer who operated a grocery store at 1139
Garden Street
The residences on the 1000 block of Islay Street have ties to the Southern.Pacific
Railroad Company which heavily influenced the development of San Luis Obispo at the
end of the 191i Century and the early twentieth century. The 1906 City Directory listed
various residents employed by the Southern Pacific Railroad living on the 1000 Block of
Islay Street:

A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS OBISPO ADDING
THE PROPERTY LOCATED AT 1028A ISLAY STREET TO THE LIST OF
CONTRIBUTING HISTORIC RESOURCES,CHC 124-10
WHEREAS, applicant Mary Kirkpatrick, on October 26, 2010, submitted an application
to add her residence to the List of Contributing Historic Resources; and
WHEREAS, the Cultural Heritage Committee of the City of San Luis Obispo at a public
hearing held in the Council Hearing Room of City Hall, 990 Palm Street, San Luis Obispo,
California,.on December 13, 2010, recommended the Council add the property located at 1028A
Islay Street to the List of Contributing Historic Resources; and
WHEREAS, the City Council conducted a public hearing on January 18, 2011, for the
purpose of considering adding the property located at 1028A Islay Street to the List of Contributing
Historic Resources; and
WHEREAS, the City Council has duly considered all evidence, including the testimony
of the applicants, interested parties, the records of the Cultural Heritage Committee hearing, and
the evaluation and recommendations by staff, presented at said hearing.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of San Luis
Obispo as follows:
SECTION 1. Findings. The Council makes the following findings of consistency with
Historic Preservation Program Guidelines for Contributing Historic Resources:
1. The house is eligible for the List of Contributing Historic Resources because it is an
excellent example of a Neo-classic Rowhouse that is at least 50 years old, has retained its
original exterior architectural character, and contributes to the historic character of the
neighborhood in which it is located.
2. Historic listing is exempt from environmental review (CEQA Guidelines, Section 15331
(Historical Preservation) & Section 15308 (Resource Protection)).
SECTION 2. Action. The Council of the City of San Luis Obispo does hereby add the
property located at 1028A Islay Street to the List of Contributing Historic Resources.
SECTION 3. Environmental Determination. The City Council has determined that
the above actions do not constitute a project, as defined by Section 15378 of the California
Environmental Quality Act and are exempt from environmental review.
