Council Agenda - Tuesday, February 15, 2011 CONSENT AGENDA The Consent Agenda is approved on one motion. Council Members may pull consent items to be considered after Business items. The public may comment on any item on the Consent Calendar. C1. MINUTES. (CODRON/CANO) RECOMMENDATION: Waive oral reading and approve as presented. C2. CANCELLATION OF CITY COUNCIL MEETINGS. (CODRON/CANO) RECOMMENDATION: Cancel the Regular City Council Meetings of Tuesday, August 2, and December 20, 2011. C3. COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) CURB RAMP 2011 PROJECT,SPECIFICATION NO. 90902. (WALTER/GUZMAN) RECOMMENDATION: 1. Approve plans and specifications for the CDBG Curb Ramp 2011 Project, Specification No. 90902. 2. Authorize staff to advertise for bids and authorize the City Manager to award the contract if the lowest responsible bid is within the Engineer's Estimate of$253,000. C4. AMENDMENT TO THE JULY 1, 2007 JUNE 30, 2012_MEMORANDUM OF AGREEMENT BETWEEN THE CITY-OF SAN LUIS.OBISPO AND THE.SAN LUIS OBISPO POLICE STAFF OFFICERS' ASSOCIATION. (IRONS) RECOMMENDATION; Authorize the City Manager to execute an amendment to the July 1, 2007 —June 30, 2012 Memorandum of Agreement (MOA) between the City of San Luis Obispo and the San Luis Obispo Police Staff Officers' Association eliminating two of the three remaining salary increases. PUBLIC HEARING 1. CONSIDERATION-OF A GENERAL PLAN_AMENDMENT.AND REZONING-FOR PROPERTY-LOCATED ON.THE SOUTH SIDE OF SOUTH.STREET._WEST OF EX_ POSITION DRIVE (GP/R ER 35-10; 313 SOUTH STREET). (MAN DEVI LLE/RI CCI — 30 MINUTES) RECOMMENDATION: As recommended by the Planning Commission: 1. Adopt a Resolution approving a Negative Declaration (ER 35-10), an amendment to the General Plan Land Use Element map to change the land use designation of 313 South Street from Services and Manufacturing to High-Density Residential, and a density bonus and affordable housing incentives, based on findings, and subject to mitigation measures. 2. Introduce an Ordinance approving an amendment to the Zoning Map for 313 South Street from Manufacturing (M) to High-Density Residential (R-4), based on findings. 2 ( 1 Council Agenda Tuesday, February 15, 2011 COUNCIL LIAISON REPORTS (not to exceed 15 minutes) Council Members report on conferences or other City activities. In addition, subject to Council Policies and Procedures, they may provide a reference to staff or other resources for factual information, request staff to report back to the Council at a subsequent meeting concerning any matter, or take action to direct staff to place a matter of business on a future agenda.
