SUBJECT: COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) CURB RAMP
2011, SPECIFICATION NUMBER 90902
RECOMMENDATIONS
1. Approve plans and specifications for the CDBG Curb Ramp 2011 Project, Specification No.
90902.
2. Authorize staff to advertise for bids and authorize the City Manager to award the contract if the
lowest responsible bid is within the Engineer's Estimate of$253,000.
DISCUSSION
This project is part of an ongoing program to construct sidewalk ramps throughout the City and
is partially funded through Community Development Block Grant (CDBG) funds. The ramps, in
addition to providing access, are part of the City's effort to implement the Americans with
Disabilities Act (ADA) requirements and as such they meet one of the basic criteria of CDBG
funding — to provide access to the disabled. In coordination with the City's pavement
management plan (PMP), sidewalk, drainage and ramp construction has been designed for Area
4. Curb ramps included in this project will be installed prior to paving and slung sealing
programs which will start later this year in this area.
A total of 41 existing street corners in Area 4 will be retrofitted with new curb ramps or truncated
domes to meet current ADA standards. 35 curb ramps will be constructed at corners where curb
ramps do not currently exist, to provide accessibility and meet ADA requirements. Two corners,
where existing sidewalks are flush with the pavement (street surface) or where the existing ramp
meets current ADA requirements with the exception of the lack of Detectable Warning Material
(truncated domes), will have the truncated domes installed. Four corners where the existing
ramps do not meet current ADA requirements will have the existing ramps removed and new
ramps will be installed.
The Attachment shows the locations throughout Area 4 where work will be completed as part of
this project.

CONCURRENCES
National Environmental Protection Act (NEPA) clearance has been obtained. This project is also
in the process of obtaining a notice of exemption from the Community Development
Department.
FISCAL IMPACT
This project is included in the 2009-11 Financial Plan, pages 3-208 to 3-210. The master account
for Sidewalk Accessibility Improvements (99868) currently has a balance of $401,213,
comprised of $165,278 of CDBG funds and $235,935 from the General Fund. A Budget
Amendment Request will be processed to transfer the appropriate project funding from the
master account at the time of contract award.
