I would oppose this strenuously.
The staff have their responsibilities in emergencies,the Mayor and Council should retain the lead and
final decision making. Unfortunately,this City seems on the road of turning over all traditional "duties"
to professional staff. I do not like this,and as I said,I would oppose it strongly. Why have a Mayor
and/or City Council? Why not just let a"professional" staff run the city?
When we had the '71 flood which was declared a national emergency. I was a bit surprised to discover
that I was also "commander in chief in the eyes of the State Disaster Office. We managed to get
through it with"civilian" -not professional - leadership. We had a terrific, well trained staff,but a look
back, would tell you the problems of the flood were as much staff created as nature created. No, staff,
as I have learned,do not have all of the answers-often times, staff ARE the problem. As you can tell,
this subject heats me up.

As current, former Mayors, I'm interested in your thoughts on an ordinance with a
proposed change in the Municipal Code regarding Emergency Services on the agenda for
3/15 - that's today actually.
In essence, it shifts the responsibility/authority for actual leadership in emergencies
from the Mayor/Council to the City Manager and staff.

't The Mayor and Council become a Disaster Council that "is empowered to review &
approve the emergency operations plans & mutugl=aid plans and agreements and such
ordinances and resolutions and rules and regulations as are necessary to implement such
plans & agreements. The disaster council shall meet upon the call of the emergency
services director or, in his or her absence from the city or inability to call such meeting,
upon call of the deputy emergency services director."
The emergency services director is the City Manager, the deputy the Assistant City
Manager. Previously, the Mayor & the Vice Mayor were assigned those roles.
The staff report is relatively short and is available via the City Website. This is one of
those last-minute requests for your thoughts & opinions. You've all "been there" in
Mayor's positions . . . I have not. What do you think?
