SUBJECT: RESOLUTION TO AUTHORIZE STAFF TO OBTAIN DISASTER
ASSISTANCE
RECOMMENDATION
Adopt a resolution authorizing Utilities Department staff to obtain Federal disaster assistance for
the December 17, 2010, through January 4, 2011, severe winter storms.
DISCUSSION
On January 26, 2011, President Obama signed a major disaster declaration for several California
counties, including San Luis Obispo County, due to damages from severe winter storms that
occurred December 17, 2010, to January 4, 2011. During these storms City wastewater
operations incurred expenses related to the flooding and stone conditions that are eligible for
disaster assistance.
The Water Reclamation Facility experienced a pump motor failure that required the installation
of an emergency portable pump to ensure adequate and ongoing treatment. Stormwater inflow
into the wastewater collection system under construction on Pismo Street required an emergency
portable pump be installed along with a long, above-ground discharge pipe into another section
of the collection system. The loss of a pump at the Laguna lift station required two emergency
portable pumps to be brought in to back up the remaining Laguna lift station pump. Costs for
emergency pump rental, pipe, electric motor repair, equipment, fuel, and overtime are
approximately$25,000.
In early January, staff submitted a list of the projects and the costs the City incurred in
anticipation that if a major disaster were declared the City would be eligible for disaster
assistance. On February 17, 2010, City staff met with representatives from California's Office of
Emergency Services (OES) and Federal Emergency Management Agency (FEMA) to discuss the
City's submittals. At that meeting staff was told that the City's submittal was in order, appeared
eligible for reimbursement, and the City could proceed with filing the additional documents
required for reimbursement.
The attached resolution is required to authorize designated City staff members to obtain disaster
assistance for the City. This resolution and a variety of other state and federal documents must be
submitted to the State no later than April 18, 2010, to be eligible for consideration of
reimbursement of costs.

FISCAL IMPACT
Expenses associated with the disaster have already been paid by the sewer fund. Adopting this
resolution is a step in the disaster assistance process that is anticipated to result in the sewer fund
being reimbursed for expenses associated with the disaster.
