SUBJECT: PARK STREET SEWER REPLACEMENT, SPECIFICATION NO. 90966
RECOMMENDATION
1. Approve plans and specifications for the Park Street Sewer Replacement Project, Specification
No. 90966.
2. Authorize staff to advertise for bids and authorize the City Manager to award the contract if the
lowest responsible bid is within the Engineer's Estimate of$185,000.
DISCUSSION
Replacement of wastewater collection pipes is part of an ongoing program to prioritize replacement
of sewer infrastructure. This program has several objectives. Among them are:
1) Replace aging,deteriorated, deficient, or otherwise troublesome sewer infrastructure
2) Reduce or eliminate periodic maintenance requirements and emergency repairs
3) Reduce infiltration and inflow of storm water
4) Ensure uninterrupted sewage flow without health hazard or effluent leakage
The Park Street Sewer Replacement project includes thereplacement of the existing sewerline on
Park Street between Phillips Lane and Mill Street, and will accomplish the program objectives for
this portion of the City wastewater collection system. The sewerline,on Park Street is currently 6"
in diameter, and will be replaced and upsized to an 8" diameter pipe to better accommodate
existing service requirements.
A portion of the sewerline crosses an unnamed creek south of Phillips Lane. The creek crossing
consists of a pipe bridge supported by a single steel column with a concrete footing in the creek.
The footing has been undermined by the creek flow, and the pipe bridge has required periodic
repair and maintenance over the years. Given the sensitive environmental issues of the sewerline
crossing the creek, and the potential for continued maintenance issues of the current system, the
project scope has included the complete replacement of the pipe bridge with a modern design.
The new pipe bridge has been structurally designed to span the creek without the need for
intermediate support columns, will be superior to the existing, aged pipe bridge, and will reduce
the likelihood of any future accidental release of.sewage into the creek.
Due to the need to construct new pipe bridge abutments in the banks of the existing drainage
channel, a Streambed Alteration Agreement has been obtained from the California Department of
Fish and Game. The agreement allows for a construction window between July 1 and October 30
for construction of the new pipe bridge structure..

CONCURRENCES
The City's Community Development Director has approved a Mitigated Negative Declaration for
this project. No public comments were received during the Initial Study public review period,
and a.Notice of Determination was filed with the County on July 16, 2010. Mitigation measures
required by the environmental document have been incorporated into the project specifications.
FISCAL IMPACT
The project is identified in the 2007-09 Financial Plan, page 3-132, with a preliminary cost
estimate of$90,000. The current Engineer's Estimate of construction costs is $185,000. There
is sufficient budget in the Sewer Collections Master Account to fund the project. Funds will be
transferred via a Budget Amendment Request at time of contract award.
