SUBJECT: WATER RECLAMATION FACILITY(WRF) DIGESTER# 1 CLEANING
AND MAINTENANCE PROJECT, SPECIFICATION NO. 91066
RECOMMENDATIONS
1, Approve the plans and specifications for "Water Reclamation Facility: Digester 1 Cleaning
and Maintenance Project, Specification No. 91066" and authorize staff to advertise for bids.
2. Authorize the City Manager to award the contract if the lowest responsible bid is within
Engineer's Estimate of$215,000.
DISCUSSION
Routine maintenance work is performed on each of the digesters at the Water Reclamation Facility
(WRF) approximately every 5 to 10 years. The harsh environment at the facility necessitates
routine maintenance to prevent the need for major facility replacements.
Digester No. 1 is a concrete tank approximately 25 feet high, and 60 feet in diameter. An
assortment of pipes, pumps, valves, ports, and other miscellaneous plumbing equipment is located
on the roof of the digester, and additional equipment is located in the digester's interior.
As part of this project, the digester will be emptied and cleaned, a series of valves and other
miscellaneous equipment will be replaced and portions of the digester and other equipment will be
coated or painted. Coating and painting will protect the digester and its equipment and increase its
service life. Deferring this work could mean more costly repairs and major facility replacements.
Due to the specialized nature of coating work it is recommended that inspection and construction
management services be outsourced to one of the City's on-call inspection firms specializing in
industrial coatings work.
CONCURRENCES
The Utilities Department has reviewed and approved this project. Also a notice of exemption has
been filed through the Community Development Department.

FISCAL IMPACT
The Digester No. 1 cleaning and maintenance projects are identified in the 2009-11 Financial
Plan, Appendix B, pages 3-133 to 3-137. In the approved projects pending construction section,
the emptying, cleaning and repair of Digester No. 1 is identified with a total budget of$300,000.
Funding is currently available in the Master Account for Major Equipment Replacement, which
has a current available balance of$1,057,396, after accounting for the WRF Clarifier #1 project
that is scheduled for bid opening on May 19, 2011. Funds will be transferred at time of contract
award. There is sufficient funding in this Master Account to support this project request.
