SUBJECT: HIGUERA SEWER LINER, SPECIFICATION NO. 91068
RECOMMENDATIONS
1. Approve plans and specifications for the"Higuera Sewer Liner, Specification No. 91068".
2. Authorize staff to advertise for bids and authorize the City Manager to award the contract if the
lowest responsible bid is within the Engineer's Estimate of$1,024,000.
DISCUSSION
Background
Replacement of sewage collection pipes is an ongoing program to replace aging and deteriorating
infrastructure. This program has several objectives: 1) Ensure reliable removal of waste; 2)
Reduce the need for emergency repairs; 3) Reduce the need for preventive maintenance; and 4)
Ensure uninterrupted sewage flow without health hazard or effluent leakage.
The project extends down Higuera Street from the intersection of Marsh Street to just below
Bridge Street. Due to the recent reconstruction of a portion of Higuera Street's pavement as part
of the Highway 227 Rehabilitation, cure-in-place pipe (CIPP) polyester lining of the existing
sewer pipe is being specified in lieu of traditional open trench replacement methods. CIPP lining
of the existing pipe will result in a reduced construction period as compared to traditional open
trench replacement construction, and it will be less disruptive to traffic, residents, and businesses.
The proposed project will line 5,100 feet of existing sewer pipe.
The existing system has been identified by City staff as being at the end of its useful life. Also
included in this project is the rehabilitation of fourteen sewer manholes. Manholes will be
rehabilitated with a polyurethane elastomer that will repair and protect the existing structures
from the corrosive environment of the sewer system.
Construction for this project is scheduled to occur during the night. Staff anticipates that by
completing construction during the night, the project will be completed faster and with less
inconvenience to the public and businesses.
Experience and Reference Requirements
The CIPP installation process for sewerline rehabilitation has many advantages in this situation
and it requires a contractor with specific experience and expertise to complete this work. A
contractor with limited CIPP installation experience could damage the sewer system, cause
sewage spills, and increase public inconvenience during the installation process.

For these reasons, staff is planning to request the contractors to submit references documenting
their experience. To comply with a recent legal decision, staff will be using a responsibility
review to determine that experience requirements have been met. Public Works staff will be
working with the City Attorney's office to ensure proper protocols are used. Staff is requesting
the Director of Public Works be authorized to complete responsibility / qualification hearings in
order to determine if the lowest responsive bid was submitted by a responsible contractor capable
of completing this specialized work. The hearings will allow any contractor initially determined
by the project manager to not have the necessary experience, to provide information to the
Director as to why their experience is adequate.
CONCURRENCES
This project is exempt from environmental review since it is a maintenance and replacement
project and a Notice of Exemption has been filed through the Community Development
Department.
FISCAL IMPACT
This project is included in the 2011-13 Financial Plan,pages 3-90 to 3-94. In the 2011-12 project
list, $1,130,000 has been identified for this project. The Collection System Improvements Master
account (90239) currently has a balance of $2,512,644. A budget amendment request will be
processed to transfer the appropriate project funding from the master account at the time of
contract award.
