SUBJECT: MODIFICATION OF COMPENSATION FOR COUNCIL MEMBER DAN
CARPENTER FOR HIS CURRENT TERM OF OFFICE
RECOMMENDATION
Adopt a resolution modifying the compensation of Council Member Dan Carpenter from $8,600
to $10,200,effective October 27, 2011,through the remainder of the term of office.
DISCUSSION
Council compensation and benefits are established every other year by Council action after the
Council Compensation Committee conducts a biennial review and makes a recommendation.
Council compensation was increased most recently by Resolution 9990 (2008 Series) in June of
2008. However, by action taken at its September 30, 2008, special meeting, Council subsequently
rescinded that increase,returning compensation for the Mayor to $1,200 per month, consistent with
prior compensation established in 2006 by Resolution 9794(2006 Series).
Upon appointment as Council Member, Dan Carpenter advised staff that he would like to waive
$283.33 per month of his compensation for personal reasons. At that time, Council Member
Carpenter did not wish to reduce the established compensation permanently in a manner that would
affect future elected officials. According to Council Member Carpenter, the circumstances
surrounding the original request for reduction of salary no longer exist (Attachment 1). In lieu of
taking the full $12,000 as allowed by the City Charter, Council Member Carpenter is requesting a
15%reduction in compensation for his position. This reduced amount reflects his desire to continue
being sensitive to the fiscal health of the City. Council Member Carpenter is requesting modifying
his compensation from$716.67 to$850 per month through the remainder of his term.
Consistent with Council Member Carpenter's request, a Resolution modifying Council Member
Carpenter's compensation, as requested, with an automatic return to the previously established
compensation upon the expiration of Council Member Carpenter's current term of office is
presented for City Council consideration.
FISCAL IMPACT
This action will result in a monthly savings of $150 from the budgeted amount through the
conclusion of Council Member Carpenter's current term of office. A total of $1,800 will be
saved through December 1, 2012.

ALTERNATIVES
Do not approve the salary modification, in which the compensation to Council Member
Carpenter would remain at the currently established level of$716.67 per month.

Thanks for the candid visit this morning.
This email is to confirm that I would like to change my yearly salary as a Councilperson. Currently, I'm
receiving $8,600/year per resolution at the end of 2010. I am requesting $10,200/year effective ASAP.
The circumstances surrounding the original request for reduction of salary no longer exist. In lieu of
taking the full $12,000 as allowed by City Charter, I'm requesting a 15% reduction in that compensation
for my position.This reduced amount reflects my desire to continue being sensitive to the employee
concessions we are requesting in the budget

RESOLUTION NO. (2011 Series)
A RESOLUTION OF THE CITY OF SAN LUIS OBISPO MODIFYING THE
COMPENSATION FOR COUNCIL MEMBER DAN CARPENTER
FOR THE REMAINDER OF HIS TERM
WHEREAS, Charter Section 410 provides for compensation and reimbursement of
expenses for the Mayor and Council Members; and
WHEREAS, Compensation for the office of Mayor was set at $1,200 per month and the
compensation for the office of City Council Member was set at $1,000 per month by Resolution
Number 9794 (2006 Series) and compensation remains at those levels, as reflected in Section 2.1
of the Council Policies and Procedures; and
WHEREAS, on January 4, 2011, Council approved Council Member Carpenter's request
to waive a portion of his compensation; and
WHEREAS, Council Member Dan Carpenter wishes to modify the amount of his
compensation from $8,600 to $10,200, effective October 27, 2011 and through the remainder of
his term in office.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of San Luis
Obispo as follows:
SECTION 1. Effective the first full payroll period, beginning October 27, 2011, Council
Member Dan Carpenter shall be paid a monthly salary of$850 (equivalent to an annual salary of
$10,200) as compensation for services rendered in his official capacity.
SECTION 3. Upon the conclusion of Council Member Carpenter's current term of
office (2010-2012), compensation for the Council seat currently filled by Council Member
Carpenter shall automatically be adjusted consistent with the then applicable Council
compensation resolution and the Council Policies and Procedures Manual.
