RECOMMENDATION
Award a contract to Lee Wilson Electric in the amount of $229,130.40 for the "Grand
Avenue/Highway 101 Traffic Signal Installation" Project, Specification No. 90876.
DISCUSSION
On May 3, 2011, the City Council authorized advertisement of bids for the"Grand Avenue &
Highway 101 Traffic Signalization" Project, Specification No. 90876. This is a fully funded
grant project which includes intersection improvements in addition to the traffic signal
installation at the intersection of Grand Avenue and the Highway 101 Northbound off-ramp.
The Council authorized the City Manager to award the contract, if the lowest responsible bid was
within the Engineer's Estimate of$225,000. The project was advertised on August 13, 2011.
Three bids were received and opened on September 8, 2011. The lowest responsible bid was
received from Lee Wilson Electric of Arroyo Grande, in the amount of$229,130.40. This
amount exceeded the Engineer's Estimate by$4,130.40 (or 1.8% above the Engineer's Estimate
of$225,000).
Although the lowest bid is above the Engineer's Estimate, there are sufficient grant funds
received and available in the project budget for construction. The small discrepancy between the
low bid and Engineer's Estimate could be attributed to the additional coordination efforts
projected for a joint City / Caltrans construction project. Staff recommends approval to award
the contract to Lee Wilson Electric in the amount of $229,130.40 for the "Grand
Avenue/Highway 101 Traffic Signal Installation project.
The project advertising and award has taken significantly longer than typical due to State
Authorizations necessary for the Federal funding. Council first authorized advertisement of the
project on May 3, 2011, the authorization to proceed was submitted to CalTrans for their
approval on May 4 and was approved on August 4, the project was then advertised from August
13 to September 8 and is now ready for Council to award. Future phases of the project will also
take longer than typical due to further State authorizations for award, contract administration,
inspection, and project close out.

CONCURRENCES
This is a joint project between the City and Caltrans. Caltrans has completed the traffic signal
warrant analysis justifying signalization, of which the City concurs. City staff has agreed to
assist Caltrans in the design and implementation of the project because signalization of this
intersection is identified as a priority safety measure in the City Annual Traffic Safety Program.
FISCAL IMPACT
The total budget for the Grand Ave/HWY 101 Traffic Signal project was $407,000. This project
is 100% grant funded through Highway Safety Improvement Program (HSIP) grant funds
($370,000) and Caltrans State Highway Operation and Protection Program (SHOPP) funds
($37,000). Currently, there is $369,084 remaining in the project account. There is sufficient
funding to support this request and award the contract to Lee Wilson Electric in the amount of
$229,130.40.

Although this traffic signal will be constructed by the City, Caltrans will assume all operational
and maintenance responsibilities once it is completed.
ALTERNATIVE
Reject contract award Council could choose to reject award of this contract. Staff however does
not recommend this because this project is 100% grant funded and rejection of the contract
award could jeopardize and even forfeit the granted State & Federal funds.

2. Authorize staff to advertise for bids and authorize the City Manager to award the contract if
the lowest responsible bid is within the Engineer's Estimate of$225,000.
DISCUSSION
In 2007, the California Department of Transportation (Caltrans) approached City staff requesting
assistance in signalizing the intersection of Grand Avenue and Highway 101. This intersection is
primarily under State jurisdiction. Caltrans first found this intersection met the criteria justifying
signalization in May 1993; however, Caltrans postponed signalization of this intersection to
allow for further review. In March 2007, Caltrans once again found that this intersection met the
criteria justifying signalization and began working with the City to initiate the project.
In April 2007, as part of a joint effort with the Caltrans, City staff applied for Federal Highway
Safety Improvement Program (HSIP) grant funding and the grant was awarded to the City in
2008. The City Council approved this project with the Council Agenda Report on July 15, 2008
and as part of the 2008 Annual Traffic Safety Report.
Project design work began in May 2009 and construction documents are now complete. Staff is
ready to begin advertising for construction bids. The design process for this particular project
took longer than typical for signalization projects due to constraints with the Federal grant
funding, staff priority reassignments such as Laguna Village Shopping Center and Prado Road -
Measure H, and an extended review period by Caltrans.

ARTICLE 1, SCOPE OF WORK: The Contractor shall perform everything required to be performed, shall
provide and furnish all of the labor, materials, necessary tools, expendable equipment, and all utility and

It is agreed that said labor, materials, tools, equipment, and services shall be furnished and said work performed and

Should any dispute arise respecting the true value of any work omitted,or of any extra work which the Contractor may
be required to do,or respecting the size of any payment to the Contractor,during the performance of this Contract,said
dispute shall be decided by the Owner and its decision shall be final,and conclusive.

between the terms of this instrument and the bid or proposal of said Contractor,then this instrument shall control and
nothing herein shall be considered as an acceptance of the said terms of said proposal conflicting herewith.
