DISCUSSION By consensus, on October 4, 2011, Council agreed to bifiircate Business Item 6 and participate in the Brown Act training provided by Attorney Molly Thurmond. During the brief deliberations regarding Council Policies and Procedures that occurred later in the evening, Council expressed interest in further discussing use of technology (such as the optional use of tablet devices such as an I-Pad), Advisory Body recruitment, Red Files, and electronic correspondence during public hearings. However, due to the lateness of the meeting, the majority of the Council agreed to continue the discussion regarding the City Council Policies and Procedures Manual to October 25`x. Since the October 4`h Council meeting, staff has received input from individual Council members regarding additional items to consider, such as the following: stipend for personal cell phone use as opposed to using a city-owned phone; shorter and/or earlier start times for City Council meetings; individual Mayor and/or Council Member waiver of any or all compensation; and use of the Council Chamber for ballot measure forums. Copies of these suggestions will be distributed at the Council meeting. FISCAL IMPACT There are no fiscal impacts beyond the assignment of existing staff to this project. As for the issues related to council compensation, the 6.8% of total compensation cost reductions for the group of City Council members equals $8,300 annually. The value of the employee paying the employee contribution to PERS if each individual decides this is the approach they would like to pursue is $5,000. Therefore to meet the target the group has to contribute an additional $3,300. On a per person basis that is $660. However, as a reminder, Mayor Marx and Council Member Carpenter have already made individual decisions to take a reduction in compensation via reduced salary. The intent of providing this information is for council members to make informed decisions pertaining to their individual compensation. ATTACHMENT Council Agenda Report from October 4, 2011
