SUBJECT: Council Liaison functions—Nov. 2-15, 2011
Four occasions deserve particular note among the many meetings where I have represented the
City over the past two weeks:
I. Water Resources Advisory Committee: Wednesday, November 2 I attended the meeting
of the WRAC at the City-County Library. Much discussion of the draft Countywide
Master Water Plan, available for review at www.slocountmater.org. The City of San
Luis Obispo is in a far better position with respect to our water resource availability and
quality than virtually every other jurisdiction or water purveyor in this region.
2. Save our Downtown: Monday,November 7, I attended a meeting of this group to review
the Council's November I"action on Garden Street Terraces, and to recap my particular
role in that decision. Members of the group reiterated their opposition to the building at
Marsh and Broad Street, as well as other aspects of the urban design that disappointed
them. I explained that the extensive review by our Advisory Bodies had generated a
project worthy of support, although I acknowledged that it was controversial.
3. Central Coast Economic Forecast: Monday, Nov. 7 I attended a dinner meeting at
Sycamore Hot Springs preceding the larger seminar on Tuesday, Nov. 8. We heard a
speaker at the evening session who addressed the importance of the arts, culture, and
creative individuals and organizations to a local/regional economy—particularly one that
is also dependent upon tourism, retirement, and/or education. The Central Coast is
developing a reputation for having strong artistic and creative communities in all media.
The economic benefits of this strength go well beyond the estimated 4-6% of the "gross
regional product"that are estimated to be generated directly by the arts.
4. Integrated Waste Management Authority: Wednesday, Nov. 9 the IWMA board voted 7-
5 to pass to print a countywide ordinance that will regulate the distribution of carry-out
bags for retail stores, commencing October 1, 2012. Plastic bags that do not meet certain
standards to qualify as "reusable"bags will be prohibited. Paper bags may be distributed
at a cost not less than $0.10. This ordinance has the support of the Independent Grocers
Association as well as all of the local environmental organizations in SLO County. It has
attracted fire, however, from groups who appear to object primarily to any role of
government in regulating this practice. The requirement to charge 10¢ for a paper bag has
been mischaracterized as a"tax,"which it is not. Final passage of the ordinance is
anticipated at our meeting of January 11, 2012.

November 2: Regional Transportation Agency Board Meeting.
The Board will interview candidates for the new RTA Director in early
December.
November 3: Attended the groundbreaking for Moylan Terrace affordable housing
project on Humbert. This is the first ownership project of the Housing Authority,
which usually provides rental housing.
November 4: Mayors' Meeting in Paso Robles. Discussion of statewide measures
with representatives of Assembly and State Senator representatives.
November 5: Community Academy Graduation: Discussion with graduates regarding
city government.
November 7: Arson Conference: addressed state wide conference of arson investigators
hosted by our Fire Department.
All Council retreat and training session.
November 8: Central Coast Economic Forum
Dedication of the Vandenberg display at the Veteran's Memorial Museum
Advisory Body training session.
November 9: Gave talk at the Bicycle Coalition fundraiser regarding the city's
commitment to continued development of bike lanes.
November 10: Attended training on prevention of harassment in the workplace.
Accepted Green Award from the chamber on behalf of the city.
Attended final meeting and wrap up of committee to celebrate 100 years of
women voting in California.
November 14: Attended Bicycle Coalition recognition of Red Davis and presentation of
award to volunteer for safe rides to school advocacy.
