Hetland, Utilities Director / Prepared by: Bill Coates, Public Works Inspector SUBJECT: Submittal of Plans and Specifications for "Water Main Reconstruction Project: Buena Vista ( McCollum-Loomis) ; Santa Ynez (Buena Vista-Santa Maria) ; and McCollum St. (Grand-Henderson) , City Plan Nos. N-18P, N-19P & N-20P. " RECOMMENDATION: Adopt Resolution Approving Plans and Specifications for "Water Main Reconstruction Project: Buena Vista ( McCollum- Loomis) ; Santa Ynez (Buena Vista-Santa Maria) ; and McCollum St. (Grand-Henderson) , City Plan Nos. N-18P, N-19P & N- 20P.", and Authorize Soliciting for Bids and Contract Award by the CAO, if the Lowest Responsible Bid is Within the Engineer's Cost Estimate. DISCUSSION: This project is required to improve water distribution in the area as identified in the Draft Water Management Plan. The existing waterlines will be replaced with 8-inch waterlines which will improve distribution and fire flows in the area. This project has been given an EIR clearance by the Planning Department. Status: Categorical Exemption. FISCAL IMPACT: As detailed in the engineer's estimate attached, the construction cost estimate is: Construction: $181,075.00 Contingencies: 19,925.00 Total: $201, 000.00 This bid solicitation combines three water main reconstruction projects included in the 1987-89 Capital Improvement Plan on page E-5 of the 1987-89 Financial Plan. These three projects are listed there with the following locations and costs: Buena Vista (McCollum-Loomis) $ 80, 000.00 Santa Ynez (Buena Vista-Santa Maria) $ 70, 000. 00 McCollum Street (Grand-Henderson) S 60, 000.00 Total: $210, 000. 00 II�����Ni►�Hlllp�li° 91U1lI city or sai . luis omspo WHGO COUNCIL AGENDA REPORT City Plan Nos. If awarded construction contract costs exceed $210,000.00, additional amounts needed will come from the water fund CIP control account according to the city's capital appropriation policies. CONSEQUENCE OF NOT TARING RECOMMENDED ACTION: The substandard condition of the waterlines will remain and costs may be higher at a later date. (1990 Series) / A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS OBISPO APPROVING PLANS AND SPECIFICATIONS, AUTHORIZING STAFF TO ADVERTISE FOR BIDS, AND AUTHORIZING CAO TO AWARD CONTRACT TO SUCCESSFUL BIDDER WHERAS, funds for improvement of water mains are included in the 1987-89 Financial Plan; and WHEREAS, the project is categorically exempt from an EIR, and is not of sensitive or exceptional community interest; NOW THEREFORE BE IT RESOLVED, that the City Council hereby approves the Plans and Specifications for "water Main Reconstruction Project: Buena Vista ( McCollum-Loomis) ; Santa Ynez (Buena Vista-Santa Maria) ; and McCollum St. (Grand- Henderson) , City Plan Nos. N-18-P, N-19P and N-20P11 , directs staff to advertise for bids; and authorizes the CAO to award the contract to the low bidder if bids are below the Engineer ' s Estimate.
