Submittal of Plans and Specifications for "Street Reconstruction and
Resurfacing Project, Various Locations, City Plan No. P-04A. "
RECOMMENDATION:
Adopt Resolution Approving Plans and Specifications for "Street
Reconstruction and Resurfacing Project, Various Locations, City Plan
No. P-04A11 ; Authorize Staff to Advertise for Bids, and Authorize CAO
to Award a Contract if Lowest Responsible Bid is Within Engineer's
Estimate.
DISCUSSION:
The City Council adopted a Pavement Management. Plan on February 16,
1988 by Resolution No. 6398. This plan provides the mechanism to
evaluate street pavements and identify projects which are most
appropriate for the economical maintenance of the city street system.
During the winter of 1988-89, all street pavements were inspected for
defects. Based on this data, a rehabilitation program was prepared.
The program was coordinated with underground utilities and conflicting
work has been delayed to a future paving program. This project
includes the remaining paving work deemed most appropriate for the
long-term economical maintenance of city streets.
SIGNIFICANT IMPACT:
The estimated costs are as follows:
Base bid: $1, 208,029 .00
Contingencies: 56.971.00
Total: $1,265,000. 00
The 1989-90 Financial Plan allocates $620, 000. 00 for the 1989-90 fiscal
year and $645,000.00 for the 1990-91 fiscal year for street
reconstructing and resurfacing projects. To prevent an increase in the
backlog of street reconstruction and overlay projects, the Staff
recommends that the projects for both fiscal years be performed as one
project this summer. Total funds available for this project are
$1,265, 000.00.
This project has been given an EIR clearance by the Planning
Department. Status: Categorical Exemption. p iyc :

CONSEQUENCE OF NOT TARING RECOMMENDED ACTION:
The project may be more expensive to construct at a later date,
deterioration of the streets will continue, and the backlog of projects
will increase.
ACTION RECOMMENDED:
Adopt Resolution Approving Plans and Specifications for "Street
Reconstruction and Resurfacing Project, Various Locations, City Plan
No. P-04A11 ; Authorize Staff to Advertise for Bids, and Authorize CAO to
Award a Contract if Lowest Responsible Bid is Within Engineer's
Estimate.

A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS OBISPO
APPROVING PLANS AND SPECIFICATIONS,
AUTHORIZING STAFF TO ADVERTISE FOR BIDS, AND
AUTHORIZING CAO TO AWARD CONTRACT TO SUCCESSFUL BIDDER
WHEREAS, funds for restoring and maintaining street pavements
are included in the 1989-91 Financial Plan; and
WHEREAS, the project is categorically exempt from an EIR, and
is not of sensitive or exceptional community interest;
NOW THEREFORE BE IT RESOLVED, that the City Council hereby
approves the Plans and Specifications for City Plan .No. P-04A,
"Street Reconstruction and Resurfacing Project - Various
Locations" ; directs staff to advertise for bids; and authorizes
the CAO to award the contract to the low bidder if bids are below
the Engineer's Estimate.
